| Steps a foot to strengthen grassroot level institutions: Sagar | | | Early Times Report
Jammu, Mar 1 : Minister for Rural Development Ali Mohammad Sagar said that there appears to be no need of establishment of District Statuary Development (DSD) Councils in each district on the pattern of Ladakh Hill Development Councils, as government has already taken serious steps to address developmental demands of various regions and areas of the State. Replying to the private members resolution moved by Sheikh Ghulam Rasool, regarding establishment of Statuary Development Councils in every district of the State on the pattern of Ladakh Hill Development Councils in order to take the decentralization concept of its logical conclusion, Sagar said that the planning process in the State has already been decentralized through "Single Line Administration" by constituting the District Development Boards. These Boards finalize the annual district plans. The developmental requirements are highlighted by the Members of the District Development Boards (DDBs). Sagar said that Plan allocation is made to the districts under the State and District sectors. Additional funds are also provided to implement decisions of DDBs and to take up of emergent nature of works within the available resources. Similarly, the District Development Boards have been further strengthened by delegating power to re-appropriate Inter-sectoral savings under Capital Component and by way of reviewing of Centrally Sponsored Schemes and flagship programmes and special programmes and area specific programmes, he added. Sagar said the creation of new districts has also resulted in a more focused attention to the rural and backward areas of the State. He said the special package to address the unique developmental needs of other backward areas and 'Bad pocket dispensation has been made available under "Bad Pocket Initiative," during the current financial year covering the developmental projects in the areas notified under SRO 201. He further said that Government has approved the State Finance Commission with the objective to ensure equitable development for all regions in the State adding that on the bases of the report by the Commission Government is evolving a mechanism of equitable distribution of resources among the districts based on these recommendations. This will address the grievance viz-a-viz developmental needs of the rural, backward and remote areas of the State, he said. He said that after the successful conduct of the Panchayat elections, several steps have been taken including devolution of powers, to strengthen these gross root level institutions. Planning Department in consultation with the Rural Development Department and Finance Department are working out the modalities with regard to flow of funds to the Panchayats, he added. B.R Kundal and Murtaza Ahmad Khan also took part in the discussion on the resolution. Later, the member withdrew his resolution after assurance from the Government. |
