FD's misdeeds and career of 14 class IV employees

kishtwar, Mar 1: Ignoring the directions of General Administrative Department (GAD), the Forest Department Jammu has put the career of 14 newly selected class IV employees into jeopardy. The officials of the said department have failed to identify the posts in the department to facilitate joining of the candidates selected by district level committees in 2006.
Pertinent to mention the former district of Doda was divided into three districts, Ramban, Kishtwar and Doda during Ghulam Nabi Azad's regime. It is widely believed that the officials of the forest department are reluctant to allow the 14 selected candidates to join to cover their misdeeds.
As per the details, DC Doda ordered for appointment of the selected candidates in various government department including Agriculture, Animal/Sheep Husbandry, Health, Forest, PHE, R&B, Revenue, Education and Social Welfare. But out of the selected 90 candidates all other aspirants joined their in their respective departments after following the prescribed process. But the Forest department and Animal/Sheep Husbandry Departments refused to entertain the joining report of 39 such candidates.
The dejected candidates, however, succeeded in persuading the GAD to convene a meeting of the senior officials of both the departments on 29-12-2011 to discuss the issue. As per the minutes of the meeting issued by Special Secretary to Government GAD vide his No: GAD/Mtg/RB-IV/07/2008 dated 30-12-2011 chaired by Commissioner/Secretary to Government GAD, after due deliberations and discussion over the matter, Animal and Sheep Husbandry Department was directed to allow the candidates to join against their own identified posts as was referred to District Level Committee for being filled up through a proper selection process which was duly followed in this case and accordingly after getting clear cut directions from GAD, Animal & Sheep Husbandry department felicitated the joining report of 29 such candidates who were referred to the concerned department by DC Doda.
But during the course of the meeting it came to fore that the department had already filled the posts on its own. The GAD in order to avoid any legal battle directed the officials of Forest department to initiate necessary action for locating class-IV posts equivalent to the number of posts referred to the District Level Committee so that an opportunity will be given to the candidates selected through a regular process of selection.
The GAD further cleared that in case the department fails to make up the deficiency within a reasonable time, GAD will initiate a process for pinpointing the officers responsible for having brought the situation to the present impasse.
Three months have passed since the meeting was convened but the future of the selected candidates continues to remain uncertain.
