Bhim's demand for reorganisation of Jammu and Kashmir justifiable

JAMMU, Mar 2: Jammu and Kashmir National Panthers Party (JKNPP) chairman Bhim Singh on Thursday once again reiterated his demand for the reorganisation of Jammu and Kashmir State. He advocated the need for the reorganisation of the state while addressing a national convention at Golkonda, Telangana (Andhra Pradesh) and urged Prime Minister Manmohan Singh to "constitute a national commission for the comprehensive reorganisation of states (Provinces)". "There is a need to amend Constitution of India in order to empower Parliament to legislate in respect of J&K vis-à-vis matters in the Central List in the interest of democracy and national integration," he said, and added that the time has come for the Government of India to confer the status of statehood on the "people of Gorkhaland (West Bengal), Bodoland (Assam), Harit Pradesh (Uttar Pradesh), Ladakh-Gilgit and Jammu Pradesh saying they have been "subjected to discrimination and several political suppressions since 1947". Bhim Singh had gone to Golkonda to express solidarity with those demanding bifurcation of Andhra Pradesh and creation of a full-fledged Telangana State.
Underlining the need for the constitution of reorganisation commission, Bhim Singh warned that any delay on the part of the Government of India to concede the popular demands of the people would prove "counter-productive and may damage the roots of democracy in India". As for Jammu and Kashmir State, he said the "problem in Jammu and Kashmir is political and the solution lies in the reorganisation of the state". "Create three independent legislative assemblies one each for Ladakh (including Gilgit-Baltistan), Jammu Pradesh (including POK) and the Kashmir Valley," he suggested. "The State government is the most corrupt government today, as compared to any other state in the country and dismissal of this government followed by fresh assembly election is the only solution to punish the corrupt and the criminal ministers, including the Chief Minister," he also said.
All right-thinking people would at once agree with Bhim Singh and endorse his demand, which is undoubtedly age-old, genuine, rational, secular and democratic. Who can contest his assertion that the people of Jammu and Ladakh have been victims of discrimination and political oppression and suppression? No one can contest his assertion, as it is based on solid facts. They have no say in the governance of the state; they have inadequate representation in the legislature, parliament, civil secretariat, recruitment agencies, government jobs, technical and professional institutions; they get only crumbs as far as allocation of funds for the developmental activities are concerned; they are ignored in such vital sectors as power generation, tourism, road connectivity and what not.
This gross discrimination with and neglect of the people of Jammu Pradesh, notwithstanding the fact that a number of Jammu-based ministers are there in the Cabinet, as also despite the fact that they contribute more revenue. These ministers, instead of fighting for the just cause of the people of Jammu province, have been openly supporting the policies which are out-and-out Kashmir-centric. In fact, they are fighting for and promoting the interests of the people of Kashmir. This is the general perception here in Jammu province and it has a definite basis. The general view in Jammu is that had the Jammu-based ministers played ever their role in the Cabinet, the plight of Jammu province would not have been miserable and pathetic as it is today and there would have been no demand in this province for the state's trifurcation or for the state's reorganisation or for regional development board and regional council.
The fact of the matter is that Jammu and Kashmir is a fit case for its immediate reorganisation. At the same time, however, leaders like Bhim Singh have to recognise and appreciate certain other realities so that they are able to carry conviction with the concerned authorities and achieve their noble objective, notwithstanding the fact that their intentions are pious. Under the situation as it exists today they cannot and should not think in terms of having one legislative assembly, say for, Jammu Pradesh, including POK. Similarly, they cannot have one legislative assembly for the entire Ladakh region as it existed on August 15, 1947. They need to be practical. Besides, they need to work hard on the ground so that the people join the crusade against discrimination and neglect in a big way. They want their leadership to act and act very fast.
