Govt clarifies news item on NRHM irregularities | | | Early Times Report Jammu, Mar 2: The Government has clarified a news item captioned "Internal auditors point out gross irregularities in NRHM", which appeared in a section of the press on March 2, 2012. "The news story has tried to give wrong impression about the implementation of NRHM and the auditor's report has also not been interpreted in its right perspective, stated Commissioner/Secretary Health and Medical Education. Reacting on the said news item, the Commissioner/Secretary Health and Medical Education clarified the stand of the Government and maintained that "the statutory auditors, Charted Accountant KRA & Co, have been appointed by the State Health Society itself to conduct audit of accounts of NRHM at various levels to ensure transparency and accountability in the system. The report of the auditors pointed out certain procedural lapses at different levels which have already been shared with all the concerned to take immediate corrective action. The report also stands discussed in detail during various review meetings held under the Chairmanship of Minister for Health. Similarly, two workshops, one at each division, were organized for Block/ District Accounts Managers with CA, FA/CAO, NRHM, FA/CAO, H&ME Deptt. and other experts for discussing various issues pertaining to their institutions and suggesting the corrective actions. The Commissioner/Secretary further has revealed that in order to have a robust system of physical & financial monitoring and to ensure accountability and transparency at different levels, the department has put in place a strong mechanism for monitoring and evaluating the physical & financial progress. The different committees at various levels have been constituted which are monitoring the physical and financial progress at regular intervals. For the purpose of having effective internal control system on the financial monitoring, concurrent audit and statutory audit is being conducted at State / District level. The Financial Management Group headed by Financial Advisor/CAO, NRHM is conducting the field visits to examine the books of accounts of District Health Societies at regular intervals. The concurrent auditors have also been appointed by the District Health Societies to look into the financial management at all levels of health institutions and report financial irregularities (if any) from time to time to the State Health Society. "This year District Monitors (retired Dy. Directors, CMOs, Dy. CMOs, BMOs) were hired for conducting the field visits for providing the regular feed back to State Programme Management Unit regarding the functioning of various districts, he added. The department has been taking stringent action against the erring officers from time to time which, among others, include shifting of BMOs of Purmandal, Kreri and suspension of BMO, Beerwah, Ex-BMO, Chadoora, Medical Officer, Lawaypora etc. The purchase of equipment & supplies is not affected by the State Health Society directly and the funds received from GOI are e-transferred to District Health Societies, Director Health Services, Jammu/Kashmir and other executing agencies with the approval of the competent authority. The purchases are made at the level of the health institutions with the approval of the Rogi Kalayan Samitis (RKSs) headed by the concerned MLA. As far as placement of Directors is concerned, no confirmed Deputy Director being available in the department, the officers with Post Graduate qualification and administrative experience of seven years required under rules have been asked to look after the duties of Director", official added. |
