Fill up the vacancies in PSC, SVC, SAC and BCC at the earliest: Harsh
"Constitutional, statutory bodies rendered defunct"

Jammu, Mar 2: Harsh Dev Singh NPP MLA and its working chairman has expressed dismay over the govt. apathy and neglect in providing the requisite staff and desired strength in various constitutional and statutory bodies and commissions of the state rendering most of them defunct and non-functional.
Making special mention of Backward Classes Commission State Vigilance Commission, Accountability Commission and Public Service Commission, Singh pointed out that the functioning of the said institutions had been adversely affected due to non provision of bare minimum of staff and commission members.
Elaborating on the subject, Harsh Dev Singh said that three members of Public Service Commission (PSC) had retired long back but no effort had been made by the govt. to provide for the deficient membership. He said that two of the retirement vacancies pertained to Jammu region and the process of their filling up was being arbitrarily delayed. Flaying the despicable apathy of the govt in this regard, Singh questioned the very credibility and authenticity of selection process being held for various posts in view of several vacancies in the commission. He said that the selections conducted are required to be approved by full commission which consists of nine members but was presently deficient and had only five members. He said that SRO 52 of 2007 was being violated which stipulates that the commission shall compose of nine members with one Chairman and eight members.
Singh further pointed out towards the deficient staff in State Accountability Commission (SAC) which had reportedly hampered the smooth functioning of the Commission. He said that several cases were pending for the last several years and had remained un-disposed and uncontested due to govt. reluctance in making up the requisite shortfalls. He further said that the scope of Accountability Commission and extension of its jurisdiction so as to cover all govt. functionaries and top bureaucrats, IAS, IPS officers, Heads of Deptt. and other autonomous bodies, NGOs using Govt. funds, besides Chief Minister, Ministers, MLAs, MLCs and MPs also needed urgent govt. attention. He further expressed concern over non provision of chairman and members for State Vigilance Commission which was created by an Act of Legislature during Budget Session of Feb 2011.
Urging upon the State Governor for his personal intervention, Harsh Dev Singh said that all the deficiencies were required to be made up at the earliest in the interest of an Accountable, responsive and Transparent Administration. He called Chief Minister to ensure apolitical, transparent and unbiased approach in the matter of filling up all vacancies in the said constitutional and statutory bodies.
