BJP Alleges Discrimination Against SCs in J&K
3/4/2012 12:36:39 AM
Early Times Report

Jammu, Mar 3: The Jammu and Kashmir unit of BJP today alleged discrimination against Scheduled Castes in their appointments in state government jobs.
To buttress his claim BJP's state chief spokesperson Jitendra Singh showed some documents and statistics, which indicated that "the community was not provided with fair chances in government jobs."
"There is discrimination with Scheduled Castes (SCs) in appointments of government jobs. We have came out with evidence based documentation, supported by figures and statistics, to establish continuing injustice and discrimination against the community of the state in appointments to government jobs," said Singh, who is also national executive member of the BJP.
Singh, flanked by state vice-president Bali Bhagat, said as per government order number 635-Edu of 2010 dated 04-08-2010, according to which the regular vacancies of teachers in far-flung areas were made on Rehbar-e-Taleem (ReT) pattern by deliberately bypassing the conventional constitutional procedure of making these appointments through State Service Recruitment Board (SSRB).
"As a consequence, the SC candidates had been by design deprived of the 8 per cent reservation normally available to them," he added.
This was not a case of only injustice but also violation of established constitutional norms, he alleged.
Referring to figures of last few years, Singh said that over 30,000 Rehbar-e-Taleem teachers had been appointed and out of them a substantial number were regularised without applying the criteria of reservation for scheduled castes which is expected to be followed in all regular permanent appointments.
The coalition government must devise on appropriate methodology to correct this anomaly, he said.
Similarly, while carrying out periodic regularisation of ad hoc, contractual, consolidated, daily wagers, casual and need based employees also, due parameters should to be put in place so that constitutional provisions of reservation for scheduled castes are not ignored by default or design, the BJP leader said.
