House witnesses pandemonium, Bhat takes on Speaker, vice versa

jammu, March 5: Jammu and Kashmir Assembly was witness to a pandemonium today about at three occasions, legislators from main opposition People's Democratic Party (PDP) had to either stage walkout or come to the well in protest.
Worst was witnessed when Nizamuddin Bhat of PDP wanted to raise a public issue during Zero Hour and the speaker paid no heed, forcing him to come to the well to draw attention. He was followed by all his party colleagues except Muzaffar Hussain Baigh who had just entered the House and was not aware of what actually forced his legislators to come to the well of the House. PDP legislators shouted slogans asserting "the speaker should listen to members". This brought Parliamentary Affairs minister Ali Mohammad Sagar also on heels and other ministers from treasury bench try to know what exactly had happened till Muzaffar Hussain Beigh (who was till then briefed by Deputy Speaker Sartaj Madani about the happenings) amid din rose and sought time from the speaker to allow Nizammuddin to make his point.
In between this Ab. Rahman Veeri, Peerzada Mansoor Hussain and Basharat Bukhari were whispering with Agricultural minister Gh. Hassan Mir and Hakim Mohammad Yasin while rest of PDP MLAs were in the well, Ali Mohammad Sagar in an apparent attack on members protesting in the well said, "wise men among you are out of the well, please learn from them how to behave in the House". This irked Nizamuddin Bhat and Ab. Haq Khan who shouted at Veerin, Mansoor and Bukhari to come to the well.
However after Beigh's intervention Nizamuddin Bhat made a Point of Order while all his colleagues had gone to their seats. Bhat told the Speaker to run the House as per Business Rules and allow members to "intervene" "raise point of order" or "make a point of information". This irritated the Speaker who told Bhat "you are a junior" you cannot claim parity with seniors. Bhat in his rebuttal said, "Honourable Speaker you have to come out of these obsessions". "House is run under Constitutional scheme. Each member is a representative and the member of the House and as such has equal rights and duties and it is leader of the House, leader of Opposition and the ministers who have the added privilege" Bhat added while apparently registering his protest against the Speaker for allowing two to three senior members to make frequent interventions in the House.
Making his issue known which was about Hindustan Construction Corporation (HCC) executing works at Kishan Ganga Power Project and about NHPC at Bandipora. He informed the House that due to constructions the water sources of Bandipora which are sources for drinking water are contaminated by discharge of some chemical material which is posing threat to lives. He said Deputy Commissioner Bandipora is seized with the issue, preliminary laboratory reports have confirmed water being hazardous, people have protested as water is spreading diseases yet there is no action, no preventive measures are taken and government is not listening. After this normal business was resumed.
