Backdoor appointments in sports council issue rocks LC | NC MP's son working on probation basis, accepts minister; Khan stages walkout | | Syed Junaid Hashmi jammu, March 5: Issue of backdoor appointments in Jammu and Kashmir State Sports Council alongwith Youth Service and Sports Department today rocked upper house of the state legislature with PDP legislator Murtaza Khan staging a walkout. Khan was not satisfied with the reply of Minister for Youth Service and Sports R.S. Chib. More surprising was silence of minister over direct supplementaries of Khan and newly elected Chairman Amrit Malhotra's oblique defence of the minister. It started when in response to C.Q. no 281 of PDP MLC Murtaza Khan, Minister for Youth Service and Sports R.S.Chib admitted of having appointed 36 persons on probation and contractual basis including son of National Conference (NC) MP Mohammed Shafi Uri. Chib despite having appended a list of employees engaged on probationary, contractual, part-time and causal basis in his written reply informed the upper house that youth service and sports department has not engaged any Adhoc, seasonal, casual or need basis employee since Januray-2009. Khan objected to this and asked Chib to spell out the mechanism through which 7 persons including son of NC MP Mohammed Shafi Uri have been appointed on probation basis. Khan sought to know why the posts were not advertised and what compelled the department from not seeking applications from desirous candidates. He wanted to know that in the era of competition, why the department did not refer the posts to recruitment agencies and instead, made appointments through backdoor. Khan was furious about the way in which appointments had been made. He was repeatedly heard asking the Minister to spell out reasons for not referring the posts to recruiting agencies. Chib said that due process has been followed in the recruitment of 7 employees including son of NC MP Mohammed Shafi Uri. The annexure attached with the reply clearly showed that Ovais Ahmed son of Mohammed Shafi Uri has been engaged by Youth Service and Sports Department on probation basis on April 29, 2010 alongwith six other persons. The annexure also bring to light the fact that the department has engaged 11 persons on contractual basis, 15 as causal labourers on need basis and 3 part-time sweepers on consolidated salary. Of these 36 appointments, 25 belong to Kashmir region. Not only this, Khan had also asked the department to explain if some seniors had been superseded while granting promotions to next higher grade. Ministry accepted that it has granted promotions while adding that in respect of gazetted promotion, some senior members could not be considered because they had not been permitted for undergoing MPED (Higher qualification) or had not availed adequate leave during the post graduate candidature. On this, Khan wanted to know why promotion was denied to senior officers merely because they not availed adequate leave during the post graduate candidature. He maintained that officers have been denied promotion over flimsy grounds. Chib kept repeatedly saying that no rules had been violated and whatever has happened is within the purview of law. He referred to one Ameek Ahmad Khan son of Mohammad Khalil Khan, resident of Anantnag, saying that he was engaged as grounds man on need basis for a period of 89 days vide order No DG-YSS/12583-86 dated 09-03-2011 and no extension was granted by the department after expiry of the period. He further said that there are around 183 vacancies of class IV in the Departments of Youth Service and Sports and 06 posts of class IV vacancies are available in J&K State Sports Council as on date. However, this did not suffice Khan. Unsatisfied with the reply, Khan staged a walkout. |
