Uproar in the House over Baloria Committee Report

Jammu, Mar 6 : For the first time since February 23 when the ensuing Budget Session of Jammu and Kashmir State Legislative Assembly commenced, the ruling National Conference legislators Tuesday were seen at logger heads with their ministers over the issue of recommendations of S.S.Baloria committee for creation of new administrative units in the state.
Trouble started when Revenue minister Raman Bhalla read out a written reply to the question asked by Ch. Mohammad Ramzan of National Conference representing Handwara constituency of North Kashmir's Kupwara frontier district. Not satisfied by the reply of the minister concerned all MLAs of Kupwara district including NC's Ch. Ramzan, Mir Saiffullah, Kafir-ur-rehman and Nazir Gurezi, Ab. Haq Khan of PDP and independent MLA Engineer Rashid moved towards the well while alleging that Kupwara district has been discriminated and no new administrative unit was created in the district and that the government was not making the Baloria Committee report public. Amid din Mir Saiffullah and Kafil-ur-Rehman were seen shouting angrily on law and Parliamentary Affairs Minister Ali Muhammad Sagar who was somehow trying to pacify his agitating legislators. Soon the agitating MLAs of the Kupwara were joined by PDP, NPP, BJP and Congress MLAs from erstwhile Doda district. While PDP legislator Ab. Rehman Veeri demanded that Boularia committee report on creation of new administrative units should be made public, Harshdev Singh of NPP said that cutting across party lines House has expressed its concern on the issue.
Questioning the sincerity of the government Harshdev said, "Why the report should go to the Cabinet Sub Committee, why don't the government table the report in the House to discuss it.
Purpose is to provide administration to the people at the door steps but the government was shelving the issue by handing over the report to the Cabinet Sub Committee". Leader of the opposition Mehbooba Mufti while intervening said that members of the House were justified in demanding that report should be tabled in the House for discussion. Making her point she said that newly created Shopian district was comprising on only one Tehsil when many places in the district qualify the criteria for creation of new Tehsils and administrative units. "Wachi is the only constituency in the state having no Tehsil headquarter" She said. .
BJP MLAs along with Harshdev of NPP, in the meantime moved towards the well, shouting slogans and questioning the intensions of the government on the issue.
Speaker Mohammad Akbar Lone on this said that he agrees with the members of the house for expressing their concern over the issue and pointedly asked the Revenue minister, " are you going to table the report in the House"?.
Minister, however, while avoiding direct reply said, "we are examining the report in terms of its financial implications and manpower". On this M.Y.Tarigami of CPI(M) shouted at the Minister, "table the report in the House. Speaker again pointedly asked the Revenue minister as to whether he is going to table the report in the House. But the minister again avoided any direct reply. However speaker pacified the agitating members of the House assuring them that they will be heard once they go to their seats.
Finally speaker gave his ruling saying, "revenue minister will give a statement in the House on Monday next as to whether he is going to table the report in the House".
