Fraudulent withdrawal of bills: Police conduct raids to nab RDD JE, others | | | Early Times Report Kishtwar Mar 6: After the registration of FIR and seizer of record of rural development department (RDD), Drabshala, here, police today conducted raids at several places to arrest absconding JE Mohammad Ashraf Mir and others, alleged to be accused in the fraudulent withdrawal of bills. Talking to media persons here, DSP (hqrs), Kishtwar, Abrar Ahmed Chowdhary said an amount of Rs 58 lakh had allegedly been withdrawn fraudulently by RDD officials against the construction of common facility centre at Drabshala under National Food for Work (NFFW) programme. He said that Rs 21 lakh were withdrawn for the construction of the same building up to the roof level in 2005-2006. Rs 27 lakh were withdrawn for the construction of the same building in 2009-2010, he informed.The DSP said that most of the official record of block Drabshala pertaining to the fraudulent withdrawal of the bills was missing. He said that while withdrawing the "fraudulent" bills, the officials did not bother to prepare the master sheets of the labourers engaged for the construction work. He said that the orders for purchase of material had also been placed without following the procedure set by the government. Abrar said that an amount of Rs 37 lakh had been withdrawn under different heads of the RDD. He said that most of the fraudulent bills were allegedly prepared by JE Mohammad Ashraf Mir and passed by the drawing and disbursing officer, ie the concerned Block Development Officer. He said that during the course of investigation, the names of Mir, former Block Development Officer, Drabshala, Prabhu Dayal and head clerk Chaith Ram, had surfaced and among them, the JE was the prime accused who was absconding soon after police conducted raid in BDO office, Drabshala. He said that police had launched a manhunt to trace the absconding JE. Police had also sent messages to Prabhu Dayal and Cheet Ram to surrender. He said that in case both the accused failed to surrender, police would initiate legal action against them. Police were also investigating the role of two more senior RDD officials, both former BDOs posted in Drabshala block. He said after proper verification of the seized record, police would also question other employees of the department to identify other culprits involved in the scandal. |
