Govt seeks time from for filing objections | Patient SAC to wait for Govt objections | | Early Times Report Jammu, Mar 6 : The government has sought time from the State Accountability Commission (SAC) to file its objections in the appointment of advisors controversy. However, the Finance Minister, Abdul Rahim Rather proved `prudent' and submitted his objections in Smart Card case. Senior Advocates Gourav Pachnanda and Additional Advocate General AM Magray appeared before the commission on behalf of the government and sought time to file objections. The SAC has accused the Chief Minister of political favoritism and put him on notice. The SAC allowed the petition and granted time to the government. The case is expected to come up for hearing on April 18, 2012. Pertinent to mention, some ministers and heads of boards had earlier taken the stay from the State High Court. Meanwhile the state Finance Minister Abdul Rahim Rather Tuesday filed objections in the notice issued by the State Accountability Commission in Smart Card case. The objections filed by Advocate SK Shukla and Advocate MA Bhat challenged the notice issued by SAC on February 17, 2012. They stated that the complaint filed by some unknown organization by the name of Yuva Shakti Vikas Mission is nothing but an attempt on the part of political opponents to defame Finance Minister. They also stated that decision of the Finance Department in this regard was taken at the level of administrative secretary and the file was not put up to the finance Minister, probably because the department had shown its reservation in the conveying concurrence to the release of payment as the powers to relax the codal procedure would vest in the cabinet and not the finance dept. The lawyers submitted that the Finance Department was not involved in decision making process from conceptual phase to execution stage. "The complaint is anonymous and aimed at defaming the Finance Minister", they said. "The IT dept accordingly place the matter before the State Cabinet on August 19, 2011 for obtaining sanction to the execution of the project for installation of Smart Card Based Attendance Monitoring System in Civil Secretariat, Jammu & Srinagar by the IT Dept through J&K Bank "out of procedure" as one time exception and for the release of the payment of Rs 24, 82, 061 to the J&K Bank for installation of the said project, the Cabinet approved the proposal", they made clear. The lawyers prayed that cognizance for holding regular enquiry against Finance Minister Vide its order February 17, 2012 may kindly be dropped. The case would now be taken up for further arguments on March 26,2012. |
