JAMMU, Mar 7: When, on February 22 last, JKPCC presented a cheque of over Rs 1.43 cr to chief minister Omar Abdullah as interim dividend for 2010-11, four families of Bhaderwah had every reason to fret as their lives never became smooth after they lost their sole bread earners while working on Gandoh-Dadkai road.
Though the road is being built under PMGSY, JKPCC is the executing agency. Its contract was given by JKPCC to Haji Shoukat Magray.
Three labourers were killed and another had lost his legs in separate incidents while working on the road two years back. They were trapped under the mass of earth and rocks that had come rolling down the hill.
However, even after two years of the tragic incidents, their families were yet to get any relief either from JKPCC, or the government.
Bashir Ahmad (32), son of Noor Mohammad Sheikh of Gandoh, was killed in a landslide on May 29, 2010, while the work was in progress on the road. He was a labourer.
He was survived by wife Haleema and three children. The family was left with no earning hand after his death.
On September 6, 2010, Siraj Din, son of Sher Khan of Anglore, and Altaf Hussain Mir, son of Mohammad Shafi of Kota, got killed by landslides while working on the road. Their families were too somehow making their both ends meet.
In the same incident, Mohammad Yaqoob of Kilotran was said to have lost his both the legs.
Magray had given the affected families some financial help but neither JKPCC nor the government had so far bothered to provide them any relief.
Halima told this scribe over phone that she was passing through the worst phase of her life as the family was faced with acute poverty after her husband's death.
She said she had no source of income and her children too had left studies as she did not have money to spend on their education.
Halima said the government should at least provide her some financial support, or make arrangements for her permanent source of income so that she could lead rest of her life with dignity.
She said she was pained to know that JKPCC had given the chief minister a cheque of Rs 1.43 cr as interim dividend but had not shown any concern to mitigate her sufferings.
The families of other victims too were unhappy with the indifferent attitude of JKPCC and the government towards them.
JKPCC MD M M Gupta said he was totally unaware of the matter. "Before making a comment, I will first like to find out the details of the incidents," he added.
Gupta's junior Haq Nawaz (AEE), who was incharge of JKPCC projects in and around Bhaderwah, however, said the road was actually under PMGSY and JKPCC was only the executing agency.
He said PMGSY authorities must be doing something on their part to provide relief to the affected families.
Magray too had a complaint to make against JKPCC. "Before giving the cheque to chief minister, the department should have at least released my payment," he said.
When Magray's concern was brought to his notice, Nawaz said the contractor had got his part payment and the rest of the payment would be made as and when PMGSY released them funds.
