J&K defaulter in power purchase, 49 non-payment issues during last two years | Where goes power revenue? | | Syed Junaid Hashmi JAMMU, Mar 7: Despite making tall claims of having doubled revenue generation, Power Development Department has defaulted 49 times during last two years in making payments to Northern Regional Load Dispatch Center (NRLDC) and is now not even attending meetings of Northern Regional Power Committee (NRPC). Of these, J&K has defaulted in making payments to NRLDC 30 times during the year 2010-11 and 19 times during the year 2011-12. Sources said that despite being reprimanded several times, Power Development department of Jammu and Kashmir has preferred non-observance of repeated requests being made NRPC to deposit union of India charges on time. PDD is also yet to open Irrevocable Letter of Credit, which is mandatory as per CERC Regulations. Sources said that PDD has become habitual of default. They added that NRPC directed PDD to open Irrevocable Letter of Credit (LOC) repeatedly during the 16th, 17th, 18th and 19th Commercial-Sub-Committee meetings and also raised the same issue with PDD in the last 17th, 18th and 19th Technical Coordination Committee (TCC) alongwith 18th, 20th, 21st and 22nd Northern Regional Power Committee (NRPC) meetings. They also wrote several letters to PDD but to no avail. Sources said that the PDD assured NROC that it would open LC shortly but the same was never opened. According to NRPC sources said that as on December 31, 2011, J&K was to pay net union of India charges of Rs. 361 crore including interest of Rs. 18.47 crore. They said that J&K had made last payment in central pool account on March 21, 2011. NRPC sources further said that as on December 31, 2011; outstanding reactive energy charges (principal amount) against J&K were Rs 22.62 Crore during the current Financial Year 2011-12. In addition to outstanding during current financial year, there was an outstanding reactive energy charges of Rs. 109.35 crore including interest of Rs 42.74 crore against PDD upto financial year 2010- 11. NRLDC sources said that J&K has not been making payments regularly and currently, it has to pay principal amount of bills towards NRLDC fee and charges from October, 2010 to March, 2011. They added that PDD was not even intimating details of payment made by them i.e. TDS deduction, Rebate deduction (if any), bill month against which amount had been credited by them alongwith date on which payment had been credited. Sources further said that Satluj Vidyut Nigam Limited (SVNL) has also complained with NRPC about PDD J&K not complying with the CERC regulations and having defaulted in making the payment within permissible period of 60 days. They added that while J&K has not touched so far, SJVN has regulated power supply to BRPL and BYPL w.e.f 27-11-11 & 25-12-11 because of nonpayment of outstanding and current dues. SJVN has already threatened that it would be compelled to regulate the power of PDD, if payment was not received on time. However, J&K PDD has through a letter told SJVN that it could not liquidate the outstanding dues because of financial crunch. |
