Mir Saifullah hits Rather below the belt
"Nothing substantial for resources mobilization in the budget"

Jammu, Mar 9 : National Conference leader and MLA Kupwara was the only news maker Friday as Dr. Mustafa Kamal- very unlike of him-was totally calm while participating in discussion on budget 2012-13 in the second sitting here today.
Criticising Finance minister Ab. Raheem Rather for what he termed "routine budget of jugglery figures", Mir Saiffulah while speaking on the Budget said that it was a directionless budget in which there was nothing substantial for the future as for the mobilization of the resources and exploration of huge untapped resources was concerned . "I was expecting a Budget which could offer something to our future generations in order to get rid of the "begging bowl mantra"" Mir said. Hitting the Finance minister below the belt Mir said "with all respects and due regards for Rather Sahab I honestly feeling that out of all 12 Budgets presented by Rather Sahab there was only one Budget which could be described as futuristic in the sense that the dream project of Baglihar was conceptualised and executed when Dr. Farooq Abdullah was Chief Minister and that is the only property the state has ever produced and which we are proud of".
"Everyone in this House from left to right raise hue and cry over the power crisis - the state was reeling under -but baring Baglihar we could not give anything to the state to improve the power scenario rest if there is any improvement in per capita income it is only because of the efforts of farmers and the working class." Mir Saiffulah, said that a latest survey has put the per capita income in Punjab at 1, 20,000 when we feel proud that our per capita income has gone up to 33,000 as projected in the Economic Survey. "Twenty six lakh people in Jammu and Kashmir are still living Below the Poverty Line and the Budget has nothing to offer to them." There are huge untapped resources available in the State but there was no vision in the document as how to explore and exploit these resources. Our state is rich in Neelam, Sapphire, Granite, limestone, Gypsum etc. but successive governments fail to explore these resources which could have contributed a lot in making the state self reliant .
" As far the Tourism sector was concerned entire Jammu and Kashmir is a tourist destination but our governments could not think beyond Gulmarg, Pahalgam, Mansar and Sanasar" Mir said adding further that government could not identify and develop new toiurist destinations in the state. About infrastructure development Mir Saiffulah said that for last 2 years or so government is beating the drums in regard to the establishment of new Polytechnic colleges and ITIs in the state but two years down the lane even foundation stone has not been laid anywhere. Saifullah added that industrial sector in the state is sick. "Nothing substantial has been suggested for the revival of the sick industry which include the revival of handloom, handicraft and carpet industry in the state." Government has not even explored the export market for the carpet industry, there is a designate minister in the state who can go outside and invite rather attract the foreign exporters which could help stopping the exploitation of the people associated with the carpet industry."On Horticulture Mir Saiffullah said that it is because of the efforts of the growers that there is improvement in the quality and quantity, however, government has not done anything for improving the marketing facilities. About Indus Water Treaty Mir Saiffullah said that everybody acknowledges that the state has suffered hugely on account of the Treaty but no serious efforts are taken to either ask for scrapping of the Treaty or rightfully demanding for the compensation for the losses.Mir Saiffulah said that there were no long term measures envisioned in the Budget and it was a conventional one. "State Finance Commission was constituted with much fanfare to suggest measures for overall economic development of regions and sub regions of state but unfortunately its recommendations were no were figuring in the Budget." However senior NC leader Dr. Mustafa Kamal known for his tough talking was calm today while participating discussion on Budget. He was more critical of opposition People's Democratic Party today. Kamal however suggested that the government should vociferously demand its share from the profit NHPC has earned over the years from state's resources. Kamal said that Jammu and Kashmir constitutes one percent of the total population of the country therefore it was entitled to one percent allocation from the Union Budget.
