Early Times Report
Jammu, Mar 9 : PDP legislator Ab. Rehman Veeri while participating in the discussion on Budget Friday termed it as a routine Budget having nothing new to offer to the people. With reference to the Market Intervention Scheme introduced by the Mufti Moha mmad Sayeed led coalition government for purchase of C grade apples from the growers, Veeri said that all major initiatives taken by the earlier coalition government were abandoned by this government without offering anything new to the people of the state. "There was nothing path breaking in the budget" Veeri said. While participating in the discussion on Budget Peerzada Mansoor Hussain of PDP termed the Budget Speech as anti Kashmir saying that separate/additional allocations for Jammu and Ladhakh have become a permanent feature since 2010-11. "When 120 youth were killed in Kashmir Padga onakar Committee was constituted to look into the grievances of Kashmiris while as Special Task Force was established to look into the economic disparities, if any, of Jammu and Ladhakh regions and the STF recommended 250 crore package for the regions, GOI announced the package but the allocations were made from the state plan", Mansoor said, adding that it was repeated again in the Budget proposal presented by Finance minister for 2012-13. Mansoor demanded that cash relief of Kashmiri migrants should be enhanced from Rs. 5000 to Rs. 10000 for their sustenance. About employment ratio in NHPC Peerzada Mansoor Hussain said that not even a single engineer or technocrat from the state was appointed during the recent past and if there was any class C and D employee appointed it was either against the land donation or a labour from the locality. All the project heads in the state are outsiders and not a single engineer has been taken from the deputation from the state government when 50% of the A and B class employees should have been from the state and 30% from the deputation from the state and 70% of class C and D employees should have been from the state in terms of the agreement reached upon earlier. Syed Busharat Bukhari, Nizamuddin Bhat also participated in the discussion.
