Jammu, Mar 9 : Peoples Democratic Party legislator Nizamuddin Bhat and the Minister For Rural Development Ali Muhammad Sagar indulged in a verbal spat in the Legislative Assembly on Friday. Sagar castigated Bhat when he was talking about no major development having taken place in north Kashmir's Bandipora district.
