Harshdev for abolishing upper house | 'white elephant on state exchequer' | | Early Times Report Jammu, Mar 9 : Describing the Jammu and Kashmir Legislative Council (Upper House) superfluous and white elephant on state exchequer Panthers Party legislator Harshdev Singh demanded abolition of the Council to save huge sum from going waste. While participating in discussion on Budget 2012-13 Harshdev said, "Is it not the abuse and misuse of public money that MLCs are provided 1.5 crores as Constituency Development Fund (CDF) and when they don't represent any constituency while as MLAs are also provided 1.5 crores for the development of their constituencies." While referring to the Government Order issued on December 7 2009 pertaining to the austerity measures, Harshdev Singh lashed out on government for throwing this order into the dustbin. "Your ministers go on private tour on government spending where are your austerity measures when huge motor convoys follow them in absolute violation of the Order issued by you" Harshdev told the Finance minister. About unemployment and underemployment Harshdev said that agriculture graduates and technocrats, forest graduates, Home guards, daily wagers, casual labours- everyone is on strike, thousands of seasonal lecturers engaged in higher secondary schools in the state have been removed from the purview of contractual appointments and there is no address of schemes like Udaan and Himayat on ground. Unemployment and underemployment, Harshdev said, are the one which need to be addressed but there was no mention in the Budget as how to tackle these problems. "They are not being the honorarium which could commensurate with the jobs they are doing" Harshdev said while referring to contractual and casual labours.About regional imbalances Harshdev said that government in development and allocation of funds. Harshdev alleged that huge funding was made available for Dal lake and Jhelum river while as Mansar, Surinsar and Sanasar are being ignored. "When it comes to this part of the state you shut your eyes Harshdev alleged and added that neglect and deprivation is there. "Task Force recommends 150 crores for removing disparity with Jammu region and on the other side 2200 crores are being allocated for Jhelum" Harshdev said and added that the government was doing mere lip service to the cause of backwards and backward pockets. |
