If Cong to remain relevant it has to sever ties with NC | Mood Of Jammu | | NEHA JAMMU, Mar 9: The Congress party in Jammu and Kashmir (J&K) is being termed as the B-team of the National Conference (NC). It's not only its arch-political rivals such as the Bharitya Janata Party (BJP) and Jammu and Kashmir National Panthers Party (JKNPP) who dismiss the Congress as the B-team or C-team of the NC. Almost all the Congress-watchers in the state as well as politically awakened people term the Congress as B-team of the NC, saying the only duty of the Congress is to follow the diktats of the NC and defend whatever the latter does. One may or may not appreciate what the critics of the Congress have been saying about this party, called Indian National Congress (INC). But one cannot dismiss their basic argument that the Congress in the state has failed to act independently and that it is the NC that has been calling all the shots. One cannot also ignore those who criticise the Congress for its utter failure to protect and promote the national interest in the state and live up to the expectations of the people who have again and again and yet again reposed confidence in this party. Put in any amount of effort to find if the Congress has even once during all these more than three years of the NC rule (or whatever one may call it) tried to hold its own or rein in the essentially dictatorial, divisive, communal and anti-Jammu NC you would come out of this exercise minus everything. There is nothing whatever which would even remotely suggest that the Congress did assert its position and authority or applied brake, when required. On the contrary, one would find that the NC has been quite successful in implementing its agenda in stages and hurting the national interest as well as the interest of those (read people of Jammu province) who have been pinning their faith in the Congress. One can catalogue here instances and instances to show that the Congress has allowed the NC to exercise unbridled powers and govern or misgovern the state in the manner it likes. Withdrawal of the order under which the Dogras were to obtain Dogra certificate from the concerned revenue officials, exclusion of Jammu youth from the list of selected candidates for the posts of assistant information officer, exclusion of Jammu from the financial package announced by the central government for Dal Lake, unilateral decision of the Chief Minister to fix a timeframe for the revocation of AFSPA, the Chief Minister's October 7, 2010 assembly statement that Kashmir only succeeded and not merged with India and his consistent attack on the institution of Army are only five examples which show that it is the NC which is ruling the roost with the full backing of the Congress. It's true that there is nothing whatever on record which shows even the reluctance of the Congress to endorse what the NC leadership did or said. There is also nothing whatever which could even remotely suggest that the NC ideologue and finance minister has ever consulted the Congress before giving a final shape to any of the budgets he presented during the last more than three years. The fact of the matter is that the NC has rendered the state Congress irrelevant for all practical purposes, with New Delhi, the Congress high command and the Congress ministers belonging both to Kashmir and Jammu standing firmly behind the Chief Minister. The people of Jammu province are no more prepared to overlook the Congress's acts of omission or commission; they want the Congress to act and act firmly if it is to remain somewhat relevant. They also want the Congress to sever its ties with the NC because the latter's style of governance and ideology run counter to what they stand for: empowerment and national integration. The Congress leadership would do well to wake up and recognise that the mood of the people in Jammu province is no different from the national mood, which is against the Congress and the Congress-led UPA Government. The people of Jammu province not only yearn for just clean, efficient, fair, responsive and accountable governance, but they also want their complete integration into India -- something not possible under the NC-led dispensation. The sooner the Congress recognises it the better. Any failure on its part to read the writing on the wall or to go on behaving in the manner it has behaved so far would be only to create in Jammu province the UP and Punjab-like situation and force the people to inflict on it a crushing defeat.
