CM's political advisor, PDP's Khan Lock horns in upper house
'Firework in LC'

JAMMU, Mar 9: Chief Minister Omar Abdullah's political advisor Devinder Rana locked horns with firebrand PDP leader Murtaza Khan in the upper house today.
The two had heated exchange of words. The incident brought otherwise, dull day in the upper house alive. Even Vice-Chairman of Upper House Ajay Sadhotra could not pacify the two leaders. Interestingly, few voices were heard from within the house coming to the rescue of Devinder Rana, who had to taste a bitter pill.
It all started when Rana was speaking over the budget recently presented by Finance Minister Abdul Rahim Rather. In the middle of his speech, Rana pointed towards Khan and asked him to pay attention towards him. "Murtaza Khan, you know I am speaking. Please do not disturb and interrupt," an agitated Rana was heard saying.
To this, Khan replied "I have neither interrupted you nor disturbed you. If you have any issues, you better address the chair and don't address me." Rana was furious at the remarks of Khan. He requested vice-chairman to direct Khan to avoid side-talks. Vice-chairman asked Rana to ignore Khan and continue with his speech.
However, Rana did not relent. This further agitated Khan and he said "Look here Mr. Rana, I am not here to listen to your …… (Word expunged later)." Rana reacted "Do you know what….is? I take strong exception to this. This is highly objectionable and unparliamentarily. I will not speak unless member tenders an unconditional apology." He repeated these words while pleading the vice-chairman to issue directions.
On this, khan said "Mr. Rana, you may be a good advisor to Omar Abdullah but you are not an advisor to this house. Leave us alone and behave." Dr. Basheer Veeri and some other NC members did put up meek resistance. Vice-Chairman asked Khan not to turn the upper house into fish market. "Mr. Khan, don't turn this house into fish market. Mr. Rana, you continue," said the vice-chairman Ajay Sadhotra.
Thereafter, while Rana was sitting, leader of the Upper House and Minister for Medical Education R.S.Chib tried to defuse the situation. He said "Mr. Khan is a learned and law knowing person. There is no harm if he stands up and says sorry." Khan remained silent while Chib repeated these words. On this, Khan said "Look here Mr. Chib. Don't try to put words in my mouth. I am not going to say anything. You better take your seat."
Khan clarified to the vice-chairman "I was whispering with Mr. Khalid Suhrawardy. I did not join issue with Mr. Rana. He started on his own and I take a very strong objection to his behavior for unnecessarily dragging me into this controversy." After this, Vice-Chairman asked Rana to complete his budget address.
He said that Chief Minister, Omar Abdullah steered Jammu and Kashmir state out of tumult and turbulent ocean to the safe and secure shore of peace and prosperity adding that PDP in 2008 left its ally in the government in isolation and the state in a situation of uncertainty and disturbance. "It was visionary stewardship of Omar Abdullah and the courageous efforts of NC-Congress coalition government which pulled state out of tides and turbulence in which PDP had left it in", he said launching pitched attack on PDP.
Rana said that the peaceful year of 2011 attained by the hard efforts of Omar-led government which laid the strong edifice for sustained growth and development in the State. "The year of 2011 was a year of peace, calm and economic resurgence", he said adding that 13 lakh tourists visited the valley and one crore pilgrim to Shri Mata Vaishno Devi Ji generating wide ranging economic avenues for the people.
Rana said that during the PDP regime, the then government created great hype in media and other circles about the presentation of Zero Deficit Budget which was ultimately proved to be only jugglery of words and based on window dressing. Describing Jammu and Kashmir Bank as the corporate face, Rana said that the J&K Bank is the bank of people of the state and when NC-Congress coalition government took a reformative initiative to strengthen the base.
Referring to the people-friendly measures incorporated in the budget provisions, Rana said that the concession in VAT and other Taxes has touched every kitchen, every soul and every sector positively. He said the brilliant financial statement presented by Rather has taken due care of growth and development in all sectors focusing on agriculture, industry, horticulture and other sectors bearing direct influence on economic growth and development. He said despite constraints there has been increase in the collection of taxes by 30% which is remarkable.
