Adhocism still rampant in state, two CUs in region atypical example | | | Early Times Report Jammu, Mar 10 : The educated unemployed youth besides those appointed through contract basis are critical of the state Government's thrust on giving jobs on contractual and adhoc basis pin pointing at one side government is regularizing adhoc employees to end adhocism on the other side it still is egging on make shift arrangements in two Central Universities in state. One senior leader of employees union said that it was amazing that while lecturers, professors and people in the administrative wings of the central universities in Punjab, Himachal, Har yana and other states were being recruited on a permanent basis those given jobs in the central universities in Jammu and Srinagar were being recruited on contract or adhoc basis.Another leader said that all this was being done after the state Government has announced that it was facing acute financial problems. They wanted to ask the Government if it has financial difficulties how was it that it sanctioned 100 per cent increase in the monthly emoluments of legislators. The unemployed youths have urged the Government to modify its job policy and bid farewell to the culture of adhocism and contractalism by filling vacant posts in different Government departments on regular basis. They have also demanded regularizations of all those appointed on adhoc or on contract basis. Meanwhile according to these unemployed youths, there are about 59000 people engaged as daily wagers in various Government departments. In addition to this there are about 68,000 youths who have been given jobs either on adhoc or contractual basis. They bemoaned that as far as the wages are concerned it is on a lower scale in Jammu and Kashmir than in neighboring states. Citing one instance they said that unskilled and skilled workers are entitled to wages of Rs.186 and Rs.211 per day respectively in Haryana. The wage revision in Punjab, Har yana and Delhi is being carried out year after year but in Jammu and Kashmir the revision of wages is done only after daily wagers stage protests rallies. |
