| Syed Bashir emerges hero of the day, polished Mir corners Sagar politely | | | Bashir Assad
Jammu Mar 10: Sayed Bashir Ahmad of PDP representing Rajpora constituency of Pulwama district and Rafi Ahamd Mir, MLA Pahalgam were unprecedented in making their big issued known in too little time available to both in the house Saturday. Though speaker kept on ringing, Mir without losing nerves spoke his heart while alleging the NC led coalition government for eroding the institutions of both Chief Minister and Legislators. District Development Board meeting in 2011decided to carry on the projects" While referring to QD no. 669 pertaining to the same subject, Mir said, the government replied that Planning department has decided to review the project which simply means that decision of Chief Minister has been thrown into winds and institution of District Development Board has been eroded while there is a big question mark on the participation of legislator in the decision making.
Similarly Mir said when question about the beautification and development of Srinagar city asked by PDP President, Mehbooba Mufti came up for discussion, fearing encroachment in their "domain" Ali Mohammad Sagar spoke for 20 minutes while not allowing the opposition to put the record straight.
However speaker asked Mir to stop as the time has been already consumed and the Finance minister has to reply, Mir politely said, "Sir let Sagar Sahab and Rather Sahab count how many projects initiated by Mufti led coalition have been abandoned by this government". Meanwhile when speaker asked Finance minister Ab. Raheem Rather to stand for winding up the discussion on Budget Syed Bashir Ahmad, Mohammad Khaleel Band and Dr. Shafi Ahmad requested the speaker to allow them to speak for a couple of minutes on the plea that nobody from district Pulwama has so far participated in the discussion on Budget. Syed Bashir Ahmad while marching towards the well asked the speaker to allow him to speak as he has to make a very important point within two minutes.
"Sir, you don't allow, you don't allow to speak in our QD's are not listed, you are discriminating my constituency it does not suit to you sir" Syed Bashir told speaker. On this speaker said, "I promise you will be the first to speak on Grants please take your seat and allow Finance Minister to reply.
However Mohammad Khaleel Bandh intervened and said that Syed Bashir should be allowed to speak for two minutes on behalf of the people of Pulwama. On this Mubarak Gul of National Conference stood up from his seat and asked the speaker to not to pay any heed to the agitating legislators request and let Finance minister start his speech.
This enraged Peerzada Mansoor Hussain of PDP who shouted at Mubarak Gul, "who are you to intervene, it is between us and speaker you are nobody to speak .
However what was interesting to note that Syed Bashir ran quickly towards his seat and said in a very polished but low tune, "Sir, I want to know why the Plan size for district Pulwama has been decreased in last three successive years. Sir, outside our people are being told that their representatives represent them in the House but here we are not being allowed to speak, there was no participation from Pulwama district in the discussion, that is my point". |
