Beig ridicules govt claims on 'targets without roadmap' | Says debt trap 'forewarning' not unfounded | | Early Times Report JAMMU, Mar 10: Former Deputy Chief Minister and senior PDP leader Muzaffar Hussain Beig once again dismissed as 'misleading and false' the explanations given by the Finance Minister A R Rather in his reply on Budget debate and contended giving 'wrong' information in the House amounted to Breach of privilege on his part. Beig said the Finance Minister had failed to convince the House as to what roadmap government would adopt in reducing the outstanding debt and on a caution note supplemented with figures maintained that if the existing pattern of borrowings continued, the state would face a debt of Rs 50, 673cr by the year 2014-15. "The Finance Minister has only mentioned about targets….there is no mention of a single step about the roadmap I asked in his arguments ….even if we believe the figures and targets he is talking about how do we reach those targets…", Beig said observing that under the existing pattern of targets and failure of the government to reduce the deficit, the state would face debt amount to the tune of 125 % of total income. Beig too quoted a load of statistics and figures to substantiate his fears and criticism while speaking to media outside the Assembly. Ruing that he was not allowed to speak in the House, former Finance Minsiter maintained the government did so as it is not ready to face what he termed as 'hard facts', nor was it prepared to take any constructive suggestion. The PDP leader also took a dig at the claims of reducing defict and said the 'rosy' picture painted on the front of tax revenue collection too was ill founded. The PDP leader observed that in order to reduce the dependence on borrowings , PDP had suggested that funds to the tune of Rs 17,000 cr under PMRP be earmarked for the Power Department instead of giving it to outside agencies . Besides he also questioned as to why J&K was not being given special grants like NE states under special state category despite the status having been given to it 30 years back and why the government had failed to negotiate on that front with the government. He also criticized to what he said government's failure to negotiate with Centre on the losses incurred to state on the front of Indus Water Treaty for over 50 years. Scoffing at the Finance Minister over the picture projected on the front of less interests being given to J&K Bank and its benefits he had presented in terms of the waiver of interest , Beig observed the former was only 'kidding' , particularly when he made allegations that PDP during its rule had failed to contain and control the interest rate on Overdraft. He discounted as glossing over the facts the picture on front of BPL contending this looked ridiculous in the wake of fact that every fifth person in the state is poor as per Economic Survey Report. |
