| Justice Khan confirmed as J&K CJ | | | JAMMU, JANUARY 22 Mr. Justice B. A. Khan has been confirmed as Chief Justice of Jammu and Kashmir after having functioned on the post for the last over 15 months. The President of India, Dr. A. P. J. Abdul Kalam issued his warrant of appointment today in exercise of powers conferred by Section 95 of the Constitution of Jammu and Kashmir. Justice Khan was Acting Chief Justice of Delhi High Court when he was shifted to head the judiciary in his home State of Jammu and Kashmir. After taking over, he initiated and undertook several measures and programmes to rejuvenate and modernize the judicial system in the State which included computerization of the Courts, training programmes of Judicial Officers, Clearing the backlog of pending cases, holding of Lok Adalats etc. to provide speedy and affordable justice to the people. It was due mainly to the steps taken by him that arrears of pending cases in the courts were reduced by 20% in the last year and that all cases up to the year 1995 in the High Court were decided and cleared. Justice Khan simultaneously took action on various issues of public importance relating to providing of speedy relief to earthquake victims by setting up mobile courts in the affected areas under “justice at the door step” programme; conservation of world famous DAL LAKE; regulation and management of traffic; putting health and education sectors back on the rails; imposing ban on use and sale of polythene etc. Justice Khan was elevated to the Bench and appointed as Permanent Judge of the J&K High Court in 1990. He was later shifted to Madhhya Pradesh High Court in 1997 where he headed its Indore Bench till he was transferred to Delhi High Court in January 2000. He remained there for 6 years and was appointed its Acting Chief Justice in 2005. Justice Khan has been on the governing bodies of country’s premier legal institutions like Indian Law Institute and the National Judicial Academy, Bhopal. He is also the Vice President of SAARC LAW India and recipient of awards from various Law Forums and has represented the country at various International Law Conferences.
