| Rather hits out at Beig on 'misleading' expression | | 'Cannot think of it…House represents will of people' | | Early Times Report
Jammu, Mar 12 : After senior PDP leader and former Deputy Chief Minister Muzaffar Beig accused incumbent Finance Minister A R Rather of misleading the House by giving what he alleged wrong figures related to Budget the other day, it was the turn of the latter today to hit back for what he termed as accusations with 'malafide' intentions by the former. Rather said it was beyond his imagination to mislead the House which represented the will of the people.
Even though PDP was not present in the House as its members staged walkout in protest after Speaker Mohammad Akbar Lone did not allow some members to participate in the discussion, Rather in absence of Muzaffar Beig conveyed his anger and expressed serious reservation particularly over repeated usage of the expression 'misleading' the House by PDP leader. Replying on discussion for the grants of the departments Finance Minister takes care of, Rather said "it is unfortunate that a senior leader like Mr Beig used such words and expressions …….he has every right to say and express his views over the subjects but he did not do it with good intent……Yeh dramabazi Nahi Chalegi….Unhey Shayad Aainey Main Apna Chehra Nzara Aata Hai….( I won't tolerate this for this is sheer drama …..perhaps he thinks and looks in the mirror that reflects his own face…he might be saying so out of his own experience), Rather said in an angry tone and tenure, hitting out at Beig.
Rather said Beig doesn't understand what are the connotations of the word 'misleading'. " It is regrettable…..one cannot think of this coming from a seasoned politician….how can one think of making false statement in this House which represents the people", Finance Minister said. In order to substantiate his point , Finance Minister said the State of introduced Fiscal responsibility and Budget Managet (FRBM) Act in August 2006 and it was notified during that year. Strongly rejecting the observations of Muzzafar Hussain Beig that the J&K has no road map to contain debt liability, Rather said that FRBM Act in itself is a road map to reduce fiscal deficit adding that the present Government is rightly moving forward in this direction since it took over the reigns although the PDP did not bother to implement this law in its regime despite its enactment and notification in the year, 2006. He castigated beig for making irrelevant and baseless statements outside the House in this regard. However, the Speaker asked his Secretariate to submit a report with regard to statements made by both in the interest of maintaining the record by Monday.
Responding to the cut motions of PP MLA Harsh Dev Singh, Finance Minister said it was not within his jurisdiction either to reduce the number of ministers in the government , which Harsh Dev contended was a huge financial burden no could the other point of motion with regard to Upper House expenditure be taken up without bringing about an amendment in the constitution. "Both the matters are not in my hand….if You are initiate by bringing a legislation and convince the House with two third of majority support….I would be first person to support you", Rather said responding to suggestion of curtailing the expenditure on the Upper House. |
