Govt frames policies for flouting-Transfer policy adds to the list | | | Early Times Report JAMMU, Mar 12: Flouting the much hyped transfer policy, the Jammu and Kashmir government continues to shower blessings on blue eyed bureaucrats/Head of Departments by not displacing them from their present position- they hold since 2 to 8 years. Shri Dev Singh Jamwal, IAS, Director Hospitality and Protocol and Shri Farooq Ahmad Shah, Director Tourism Kashmir have the longest stay with former holding the post from 26-02-2002 and the latter from 11-05-2006. About 88 senior bureaucrats which include administrative heads, Heads of Departments and autonomous bodies have not been transferred even after completing their stay at the present places of postings ranges from 3 to 10 years when according to the Transfer Policy an official cannot hold a particular post for more than 2 years. In so for as the reasons for allowing a bureaucrat/HoD to continue at a particular post beyond the term prescribed in the Transfer Policy are I. when the continuation of a Bureaucrat/HoD at a particular post beyond the term of 2 years felt to be in the interest of government and public. II; when the officer concerned is associated with a project which is to be completed in a time bound manner and it is apprehended that his transfer would hamper the completion of the project within specified time lines. III. When the requirement of job is such that a particular officer who has domain based expertise is considered suitable for handling the functions assigned to the post. However, with a cursory look at the list of stay mature officers provided in reply to a question of PDP Legislator Ab. Haq Khan, it can be said with authenticity that not even a single instance can be quoted where the government can justify the stay of a particular officer at his present place of posting barring a few promote officers. It is actually the liking and in some cases the disliking of the higher echelons including the cabinet that such a large number of officers have not been transferred from their present positions. To quote an instance, Farooq Ahmad Shah, Director Tourism, Kashmir is not being disturbed for his acquaintances at the highest political level. "Farooq is a regular visitor to the civil secretariat, he seldom sits in his office" said a Tourism official wishing anonymity. Similarly, Bua Ditta Bhagat, Chairman Service Selection Board, Pawan Kotewal, Divisional Commissioner Jammu, Shant Manu, Commissioner Secretary Forest Department, Sheikh Fayaz Ahmad Joint Transport Commissioner, Muhammad Rafi Deputy Commissioner Budgam, Basharat Saleem and Manesha Devi both Members of Service Selection Board, Nirupa Rai Personnel Officer in the Directorate of School Education, Ajesh Kumar, Deputy Director, CA &PD, Kishtewar, Arun Kumar Manhas, Deputy Director Estates Jammu, Laiq Parvez, GM, DIC, Pulwama, Musheer Ahmad, GM, DIC, Rajouri, Aijaz Abdullah Saraf, Assistant Commissioner (Revenue), Kupwara, Muzaffer Ahmad Peer, Assistant Commissioner Revenue Budgam, Muhammad Ishaq Shah, Additional Secretary PSC, Sayed Anwar Hussain, ADDC, Poonch, Rashim Kasyap, Director Finance in the Finance Department, Mohammad Tariq, Deputy Secretary, AIR & Trainings, Mehboobul Hassan, Deputy Commissioner Commercial Taxes (V&I) Kashmir, Om Prakash Deputy Secretary, PSC, Rukhsana Gani, Deputy Labour Commissioner, New Delhi, Salam Hameed, Member Service Selection Board, Harcharan Singh Joint Chief Electoral Officer, Mir Fayaz Hussain, Additional Secretary ARI & Trainings and Abdul Majid Ganai, Additional Reasident Commissioner to J&K Government, New Delhi hold the present places of posting from 3 to 5 years. As for the HoDs G R Zarger-Chief Engineer, PHE, Kashmir (more than two years), G A Sofi, Director State Motor Garages (+2years) , Bimal Tickoo-Incharge CE Mughal Road Project Organization (+2 years), Mrs Nahida Soz-MD J&K Women's Development Corporation (24.06.2006) and 28 other officers are holding the present position from 3 to 8 years. While as in Police Department 47 SPs and SSPs are stay mature. |
