SHRC issues notices to seven cops including senior officials | Illegal detention case | | Sumit Sharma JAMMU, Mar 13: Following a complaint against seven top police officers with the State Human Right Commission (SHRC) lodged by one Sunita Kumari wife of an arrested police personal Surinder Kumar the SHRC has issued notices to seven individuals including the then SSP, SP, DySP, DySP (Retd) and two SHOs in illegal detention of husband of complainant. The complainant Sunita Kumari wife of the arrested cop Surinder Kumar of Mohalla Ustad has alleged that the top cops were instrumental in 15 days illegal detention of his husband and brother in law thus have violated Supreme Court Ruling as in a case of D.K Basu. As per complaint, copy of which is in possession of Early Times, it is alleged that her husband was arrested by Channi Himmat Police on 15/3/2012 while her brother in law namely Sunil Kumar too was arrested by police from Kachi Chowni on same day but under a well hatched plan the police showed the date of arrest as 25/3/2011. The complainant also had mentioned that the news about arrest of the duo was flashed and even appeared in some section of the media on 16/3/2011. Reacting to the complaint SHRC issues individual notices against the seven cops including top brass the then SSP Basanth Rath , SP Shalender, Dy SP Mukesh Kakkar, DySP (Retd) H S Gill and two SHOs i.e. Insp Pervez Sazzad and Insp Sunil Jasrtia. The SHRC has sought their replies by April 19,2012. In the complaint complainant alleged that her husband was falsely implicated in FIR 164/10 and supplementary challan was filed by the police of police station Channi pending before the learned 2nd Addl Sessions Judge, Jammu by concealing the fact that petitioners husband and his brother were arrested on 15/3/2011 where in the challan it has been mentioned that during the course of further investigation one of the accused Sunny Baba who was absconding was arrested in the case FIR NO 44/2011 offences under section 3/25 arms act by the police station Jhajhar Kotli. Complainant stated that the police case stated accused during his questioning disclosed that when he was in the jail then the accused Nagar Singh and others involved in the Amandeep Singh murder case were also in the Central Jail Kot Bhalwal Jammu and during that period accused Nagar Singh settled a deal with Sunny Baba in presence of applicant Mirza Saleem Beigh then Superintendent Central Jail Kot Bhalwal and his PSO Surinder Kumar to eliminate the main witnesses and Surinder Singh Wazir, who is pursuing the said murder case in the court and is the uncle of deceased Amandeep Singh. "On the basis of disclosure made by the accused Sunny Baba the police arrested the Surinder Kumar and recovered one Chinese made revolver and cash amounting Rs 15,00000 from the godown of Surinder Kumar's brother kept for supari killing and the same was seized by police as proof, police file said, the Sunita Kumari stated further alleging that her husband and his brother were arrested on 15/3/2011 and they remained in the illegal detention for almost ten days which is wrong and against the violation of Apex Court's direction. Meanwhile SHRC directions were also appreciated by one Dinesh Kumar Sharma Principal of Blossom High Secondary School who has expressed gratitude to SHRC to get him relived from ill-treatment from constable Sonu, allegedly instrumental for harassing people of RS Pura. Cop was posted to Doda district following SHRC sought reason from PHQ for his ten years tenure in RS Pura Police Station. |
