CB books tehsildar settlement, patwari for changing ownership rights of land | | | EARLY TIMES REPORT
Jammu, Mar 14: The crime branch (CB) of police has registered a criminal case against tehsildar settlement Kamal Singh Manhas, patwari Abdul Shakoor and Om Parkash Magotra of Gole for allegedly changing the ownership rights of complainants over a major chunk of land, measuring 32 kanals. The case was registered under sections 420, 467, 468, 471 and 120-B of RPC read with section 5(2) of P C Act. Chief judicial magistrate, Jammu, had forwarded a written complaint to CB wherein complainants -- Sukhdev Singh and others -- alleged that Dhan Devi, daughter of Amar Singh, was the owner of land falling under khasra Nos 32, 32min, 38, 39, 59, 107, 108, 109, 109min and 153, measuring 241 kanal 8 marlas at Nandni. After her death, her estate devolved upon her son Sukhdev Singh and one Lakhan Singh. As Lakhan also expired, his estate devolved upon Prem Singh and his four brothers, mother and sisters in equal share. Prem Singh, his mother and sisters appointed Bharat Singh as their attorney to look after and protect their interests. One Daya Singh, the then tehsildar settlement and patwari Darshan Lal entered into a criminal conspiracy with the accused and by sheer abuse of their official position, attested mutation No 61 dated March 20, 1995, changing the ownership rights of the complainant over 153 kanal and 8 marlas of land and conferring the ownership rights upon the accused.They even tampered with the records for monetary gain and further attested mutation No 111 dated August 26, 1998, with respect to land measuring 32 kanals in khasra No 32. The said mutation was attested by invoking section 121 of the Land Revenue Act even when there was no settlement going on at Nandini. Similarly, 44 kanal 8 marlas of land in khasra Nos 107, 108, 109, 153 and 9 kanals of land in khasra No 109 was illegally mutated by invoking section 121 of the Land Revenue Act despite the fact that no settlement was going on in the village Nandni at that time. On receipt of this complaint, CB initiated an inquiry during which it was found that Dhan Devi was owner of 241 kanals and 8 marlas of land under various Khasra Nos at Nandini out of which 32 kanals of land was later transferred in favour of Magotra vide mutation No 111 dated August 26, 1998, with respect to land falling in different khasra Nos allegedly in connivance with tehsildar settlement Kamal Singh Manhas and patwari Shakoor under section 121 of Land Revenue Act. The revenue officials changed the nature of land from Gair Mumkin Choi to Warhal Awal in the revenue record by sheer abuse of their official position with the intention to give undue benefit to the accused and accordingly a formal case was registered in this regard. PP woman leader held near Bhambla RAJOURI, Mar 14: Panthers Party (PP) general secretary Anita Thakur was detained by police near Bhambla, Sunderbani, while she was on her way to the tense Rajouri town. Police sources said she was detained by police in the presence of Tehsildar, Sunderbani. SDPO, Nowshera, and SHO of Sunderbani police station were also present at the time of her detention. She was kept at dak bungalow, Sunderbani. Nowshera SDM Shahid was also said to have met the PP leader at the dak bungalow. |
