Exchange of arguements between Speaker , Bhat

Jammu, Mar 14; Jammu and Kashmir Assembly Wednesday witnessed a hot exchange of words between PDP Legislator Nizamudin Bhat, Speaker Muhammad Akbar Lone and Minister for Law and Parliamentary Affairs Ali Muhammad Sagar in the afternoon when Minister for PHE, Irrigation and Flood Control Taj Mohiuddin was responding to the debate on grants on department under him.
While Taj Mohiuddin was responding to the debate and made a mention of Indus Water Treaty, CPI(M) Legislator M Y Tarigami intervened and gave his version on management of water resources in the state and the minister responded in equal measure agreeing with him that the treaty was not detrimental to the interests of the state. The minister elaborated his stand on the treaty viz-a-viz Tarigami which prompted Nizamudin to stand up and seek intervention.
Speaker, however, did not allow him at the first instance after Law and Parliamentary Affairs Minister Ali Muhammad Sagar also said that the member was unnecessarily intervening. This led to a heated argument between the three. Bhat, however, made his point clear that minister was within his rights to make a mention of the treaty but wanted to know if that was the policy statement of the government. "If it is the policy statement we as a party, have every right to agree or disagree but don't make any statement which does not fall in line with the policy of your government" PDP leader told the minister. Bhat said that any policy statement on Indus Water Treaty was a sensitive issue and should be discussed. On this PDP MLA took his seat and minister continued to respond to the debate on grants.Eventually Taj mentioned PDP leader Bhat again and quoted his speech which he made earlier on while participating in discussion on grants. Bhat raised the point of order saying he is being misquoted and asked for Assembly records to put it straight. This infuriated Speaker who lost his temper and entered into a verbal spate with the member. On the other hand Sagar too stood up and told Bhat not a intervene unnecessarily.
Speaker told Bhat the he was always trying to create fuss in the House. On this Bhat retaliated saying, " when somebody raises a genuine point, you call it a fuss". On this Speaker said in angry tone, ' If you continue to do this I will throw you out". Bhat replied, " It is your privilege, throw me out". However, Javed Mustafa Mir intervened in a lighter tone, " it is friend versus friend". But Speaker replied " It is a member versus Speaker".
