Upper house admits privilege motion against PDP's Khan | Rana laughs last! | | Syed Junaid Hashmi Jammu, Mar 14: He who laughs last, laughs best! This idiomatic expression fits on political advisor to CM and MLC Devinder Rana, whose breach of privilege motion against firebrand People Democratic Party (PDP) MLC Murtaza Khan was admitted today in the upper house of state legislature. Rana had on Tuesday moved a breach of privilege motion against PDP's Murtaza Khan for allegedly dragging name of Union Minister for New and Renewable Energy Farooq Abdullah in the multi-crore Jammu Kashmir Cricket Association (JKCA) scam in the upper house. Rana alongwith other National Conference (NC) leaders had despite vociferous protests failed to get privilege motion admitted against Murtaza Khan. Amid the ruckus, Chairman of Legislative Council Amrit Malhotra had adjourned the house for the day but preferred not to give any decision merely on the grounds that NC MLCs were protesting against the purported delay. Malhotra had stuck to stand and stated that he would not give any decision without studying the motion moved by Devinder Rana, Khalid Najeeb Suhrawardy, Ajay Sadhotra and Javed Rana. However, as the proceedings of the House began today, National Conference MLC and Political Adviser to Chief Minister Devinder Rana raised the issue of the privilege motion brought by him against Khan for dragging the name of Farooq Abdullah in the Jammu and Kashmir Cricket Association scam. He referred to the rule book and urged Legislative Council Chairman Amrit Malhotra to announce the decision over the issue. On Malhotra asking him whether he still insisted on the privilege motion, Rana replied in the affirmative. Following which the Chairman admitted the motion against Khan and referred it to the privilege committee. In the notice which has been moved by Political Advisor to the Chief Minister and MLC Devinder Rana and supported by Ajay Sadhotra, Khalid Najeeb Suhrawardy and Javed Rana, it has been alleged that Murtaza Khan passed derogatory and defamatory remarks against Union New and Renewable Energy Dr.Farooq Abdullah while making a reference of alleged mismanagement in Jammu and Kashmir Cricket Association in the Legislative Council on March 12, 2012. They have further claimed that Khan levelled factually incorrect, false, frivolous and malicious allegations against Union Minister Dr.Farooq Abdullah and other ministers of state government calling them corrupt with a view to mislead house and tarnish their image. They have said that Khan called members of upper House belonging to National Conference (NC) as thieves and murderers, thereby breaching the privilege of the members concerned in full view of the House. The privilege motion further claims that Khan is in the habit of making wild allegations and using unparliamentarily language against members of upper house with a view to provoke members and disrupt proceedings of the House thereby bringing the House to disrepute. Rana has on these grounds alleged that Khan has committed breach of privilege of upper house besides breaching rules and parliamentary practices by levelling allegations against a person who was not present in the House to defend himself. A contented Rana heaved sigh of relief on the admission of notice. He was seen being congratulated by other National Conference (NC) members. It needs to be mentioned that as MLC, this is Rana's first session in Jammu wherein he has actively participated in the proceedings of the house and spent good quality of time inside the house. In the past, Rana used to make guest appearances with Chief Minister Omar Abdullah. On the other side, PDP's Murtaza Khan also raised the issue of a privilege motion against Minister for Law and Parliamentary Affairs Ali Mohammad Sagar for giving a wrong reply to his question. Chairman told Khan that he is studying the motion and a decision would be soon conveyed to the member. On hearing this, Khan was satisfied and left it unto the chair to take a decision in this regard. |
