Corruption fallout: Third party of SSA projects in J&K mooted | | | Early Times Report
Jammu, Mar 16: Within the allegation of corruption and complaints about use of poor quality material in the construction of school buildings undertaken by Village Education Committees (VEC)s, under Sar Shiksha Abhiyan (SSA) Project , the state government has decided for third party monitoring of all the projects. Sources said that third party monitoring has become necessary as central government is quite unhappy with the way SAA-meant to upgrade the elementary schools have been implemented in across the Jammu and Kashmir. Officials said that there are complaints that the in some cases these VEC are not being consulted and they remain mute spectators to poor implementation of the projects in respective villages and blocks. When contacted Yasha Mudgal, state project director of SSA confirmed the monitoring and said, "we have invited Expression of Interest (EoI) for third party monitoring of all the SSA works in all the districts. They will use their equipments and expertise to test the material used in the construction purpose." Pertinent to mention here that government has recently decided to take disciplinary action against its field officials found involved in ignoring the norms set by Project Appraisal Board (PAB), constituted by the Central Government for opening, upgrading schools under Sarv Shiksha Abhyan (SSA) in Jammu Kashmir. |
