Helpless Talat's austerity measures go haywire | KU VC's orders being flouted with impunity | | Early Times Report
Srinagar, Mar 16: Delhi University is ten times bigger than the University of Kashmir but the `seat of learning' on the banks of Dal Lake has 110 vehicles as against Delhi University which has only 10. But then the Delhi University was never fortunate enough to have a lavish Vice-chancellor like Professor Riyaz Punjabi who has the distinction of turning the University into a `car bazaar'. Punjabi's successor, Professor Talat ordered austerity measures the day he took over the University last year. But his austerity seems a distant dream. Other than the officials who are entitled to University vehicles, some HoDs, Deputy Registrars and even assistant registrars have been misusing the vehicles. After ten months of occupying the `hot seat', Professor Talat finds himself as helpless as anybody else. His orders are being flouted with `impunity' even by `lesser mortals'. Professor Talat constituted a committee in June last year to look into the complaints of misuse of University vehicles. The committee headed by Dean Electronics, Prof Nisar Ahmad submitted a report stating that 110 vehicles had been allotted to various officials of the KU who were "misusing" the same. The committee had recommended that only Vice-Chancellor, Registrar and Controller Examination were entitled for the official vehicle. The committee had further recommended to keep rest of the vehicles in central pool with transport department of the Varsity. Though initially the vehicles were taken away from most of the officials, the situation is back to square one. "Deputy Registrars, Assistant Registrars, several HoDs are misusing the vehicles. Even university vehicles are seen plying on roads after 4 pm. In KU campus one gets the feeling as if he has entered a car bazaar as vehicles are moving everywhere," said an official. Talking to a local news agency, Professor Nisar said creation of a central pool had been recommended. "I don't know what the present status is," he said. Sources said that lakhs of rupees are being spent on fuel and maintenance of vehicles in the University every month. "Earlier crores of rupees were spent on purchase of vehicles. The financial condition of university isn't good, but despite that officials spend lavishly. Pressing needs like up gradation of libraries and laboratories are being ignored," they added. The Registrar, Professor Sayed Fayaz said that vehicles have been allotted only for a specific period of time to the officials. "We are following the recommendations of the committee strictly. But entrance tests are on and we have allotted vehicles to several officials. It will continue for two or three weeks," he said. Asked why the vehicles were being used even after office hours, he said, "For conferences and seminars some officials have to remain present in the KU till late hours. They have to be provided with vehicles." |
