| Belligerent China & Pakistan force India's increase on defence expenses | | |

Jammu, March 16:-Even though India has raised its defence budget from Rs.164000 crores in 2011-2012 to Rs.193000 crores in 2012-2013 it is far less than its two main enemies,China and Pakistan.As far as the Chinese defence budget for the year 2011-2012 is concerned it was 110 billion dollars and that of Pakistan Rs.495 billions.
As has been the case last year both China and Pakistan had hiked the defence expenses by 11 to 12 per cent as compared to the defence budget of 2010-2011.If this hike is allowed to continue during the next financial year it means that both Beijing and Islamabad would be providing a major share of its spending on the defence.
One may appreciate the Finance Minister,Pranab Mukherjee,for having increased defence budget from Rs.147000 crores in 2010-2011 and Rs.164000 crores in 2011-2012 to Rs.193000 crores in 2012-2013,still it is treated as meagre in the context of growing demand for modernisation of war machinery and for upgrading the security grid on the border with Pakistan and China.
What is surprising is that despite having been receiving liber al military aid,including weapons,tanks and fighter planes from China and the United States,Pakistan has been raising its annual defence budget by 11 to 12 per cent.Similar has been the case with China.
If the Chinese annual defence budget in 2010-2011 was 78 billion dollars it shot up to 110 billion dollars during 2011-2012.This clearly indicates that both Islamabad and Beijing have fomrulated a long term policy on upgrading its war machinery by enhancing its missle and nuclear weapon technology.
Latest reports indicate that if India has achieved some sort of parity with Pakistan in terms of the number and size of long range and short range missiles,nuclear programme,tanks and fighter aircr afts it is miles behind China which has emerged as the most powerful nation in Asia.
There is no denying the fact that increase in the defence budget casts its shadow on other sectors of development and social services,including education and health.But in view of the growing mischief potential of China and Pakistan India can ill afford to reduce the size of the defence budget.
For a country like India,which has the danger of being sandwiched between China and Pakistan,that have emerged as all weather friends,upgrading its war machinery,especially the missiles,fighter planes,nuclear weapons and tanks, has become mandatory.
Hitherto,New Delhi's attempt at promoting cordial ties with Beijing and Islamabad have not yielded positive results.It has always been in favour of resolving problems and issues pertaining to border dispute with China and Pakistan amicably through the process of dialogue.There have been series of talks between Islamabad and New Delhi and Between Beijing and New Delhi but these parleys have not proved result oriented yet.
Till the border problems with China and Pakistan get resolved and Beijing and Islamabad abandon their extra territorial amibitions New Delhi has no other option but to make adequate provision for modernisation of its war machinery in the interest of its sovereignty and integrity.(eom)
