'sorry' state of Indian systems

It seems very ironical to say that India is progressing day by
day. No doubt technically and scientifically, our country is
reaching great heights, but our systems run by the government and all authorial departments seem to be in the relaxed state. The common people of India are sheep that have no shepherd. The Indian official departments are seen all the time to leave the people in scalding tears in one's hour of crisis. They are more of an additional trouble to the people in quandary than an immediate solution. There are innumerable cases where the common people's problems have remained unsolved since a long time and many have lost faith and hopes waiting for their files to be passed due to the grace of various official and government departments of India. It must be definitely due to the great people sitting on big chairs suffering from fatty degeneration of heart. After all who cares for the long- drawn agony of a person in extreme crisis? Having personally observed few such predicaments and plight of closed ones, I felt necessary to express the painful experiences one undergoes dealing with the various official departments. An army officer buys a new car with his hard earned money.
He takes the risk of taking out all the saved money to satisfy his passion and desire for a new car. But who knew his unfortunate future that would go through fire and water? After three months, on his visit to Delhi for his best friend's marriage, he found his car to be stolen from the parking place itself. It has been more than a year now; the officer is still fighting to get back his insurance money but all with the lost hopes. Let me mention the long steps involved in making a plea to the insurance company. After lodging FIR in the police station, the casualty had to wait for more than four months for the report that mentioned the car was nowhere to be found. The next job was to be done by the surveyor to find out if the car is involved in any crime deed and finally make a report which is to be sent to the court to get the permission in order to claim the insurance money. The surveyor did not fail to take a huge amount from the officer but left all his work to be done by the officer himself. It was no doubt a difficult situation for the officer who is posted in Jammu to confirm all the papers which had to be submitted to Delhi court as his car was stolen from that place. The surveyor for a long period disappeared and could not be contacted. The sufferer had to wait for another two months. When finally the papers were sent to the court, it took another two to three months to approve the papers which required a single signature. The file was sent to Chandigarh, the head office of the respective insurance company. And it took three months to reach Pathankot from where the car was purchased. Finally when the officer was quite relieved to have completed the procedure, there appeared certain unnecessary observations in the papers and the file was sent back to Chandigarh. Since then the file is still travelling from Chandigarh to Pathankot and then to Chandigarh again. The file as being heard recently is sent back to the Delhi court and the claim seems to be hanging in between without any genuine reason. The government is very helpful in forming certain departments in the name of grievances' cell or complaint office where many big officials can enjoy handsome salary without paying much heed to their actual job. In frustration, the officer finally took the step of raising complaints in the grievances' cell which every company possesses under their grievances redressal mechanism. At first, he wrote a complaint letter to the grievance cell of the company itself which is National insurance company. When there was neither result nor any reply, he moved ahead to express his plight to IRDA ie Insurance Regulatory Development Authority who sits on top of all the insurance companies to listen to various problems and find solution to them.
But when he found the closed door and blind eyes of IRDA, he lodged a complaint to the National Portal who gives ear to any grievances of all the departments in India. But all in vain as these so called grievances' departments have not put their hands to the plough. It was all waste of time and patience to look up to these cells. The sufferer finally finds his problem to be a hard nut to crack. After all the Indian systems are just for the name sake and are always in the rest mood. The officer has lost all his hopes by now and achieving his insurance money is on the knees of the gods. This is not the only instance of the greatness of our system which proves the Indian official departments to be a pretty kettle of fish. A differently-abled student, who is unable to walk, applies for his scholarship at the time of admission for BEd course. The college is said to have sent all his documents and letter to the Social welfare department of Jammu.
The poor student had somehow managed to pay the admission fee from his family members with the hope of getting his scholarship money. More than a year has passed and the results of the examination are declared too. But, the student is still waiting for his money to continue his further studies.
He has approached the social welfare department called Nandini placed in samba. But the sanction is to be given by the head quarter in Jammu. Many such students are waiting with hopes for their scholarship money. Many are of the view that waiting and trying for their scholarship money would be unnecessary hair-splitting as everybody is aware of the systems prevailing in our country.
The state of our systems is so sorry that even the educational departments are not free from shadiness. The rules and regulations of our education system demands for a migration certificate if a student has to change his university from one state to another within the same country. A student takes admission in a BEd college under Jammu University. She is no doubt given admission after having submitted all her documents except her migration which could be submitted later. After having sent all the required documents including the original registration certificate along with a draft of nine hundred rupees to her previous university for the migration certificate, there is no reply from the previous university. She has no doubt passed the examination with first class but she is considered to be among the disputed students. More than a year has passed but she is still struggling to get her migration certificate and her BEd mark sheet. In some other cases, few students have submitted all their documents to their colleges but yet the university says their documents are incomplete and have not yet reached.
Thus these students are confronted with unnecessary harassment and are knocking their head against their problems. When the time is to get the degree and apply for jobs, these candidates are running to acquire their mark sheets. Again, when you look at the affairs of the government run schools, there arises a big question, why isn't there a proper inspection of these schools located in the interior areas?
The infrastructure is not properly used; there are no adept teachers, no proper meal and no proper guidance. Why the government or the education department isn't ready to nip in the bud of these quietly running schools? It is really a sorry state of the Indian systems which has taken the education system too in its grip. If we start observing closely and stating the in numerous complications faced by the people due to the failure of our systems, this piece of writing would be endless. Who is to be hold responsible for this sorry state? Where should we go to express our plight and problems as all the departments seem to be dead-alive and indifferent to the troubles of the common man? Frustrations and lost hopes have become a standing dish in our country. It is an urge to each and every citizen of our country that this is no more the time to hiss down and tolerate any more torment by accepting the fatal systems of our country. It is the time to raise your voices against all unfair conducts.
