Engage separatists in dialogue process to make them toothless ?

Jammu, Mar 17: The All Party Hurriyat Conference (APHC) leadership feels it is being sidelined by both New Delhi and Islamabad as far as Kashmir centric parleys are concerned. It is the outcome of these fears that Chairman APHC, Molvi Umar Farooq, has stated that he an his amalgam of separatist leader will not insist on international mediation on Kashmir if the Kashmiri separatists were involved in the talks between India and Pakistan. A year earlier the Kashmiri separatists used to impose conditions for their participation in the talks between Islamabad and New Delhi.Now these separatists do not seem to inclined to make their participation in the talks conditional. The separatists have a reason to complain about their being isolated or sidelined by both Islamabad and New Delhi because despite pronounced stand taken by the Government of India on the need for involving all those sitting on the other side of the fence in talks the separatists are still to receive formal invitation to talks. Another fear gripping the mind of the separatists is that they could be made irrelevant if Islamabad and New Delhi achieve even measured success in the bilateral dialogue that has been going on, not with staning hiccups, during the last over three years.
Both Molvi Umar Farooq and his associate Prof. Abdul Gani Bhat argue that the Kashmir issue can be resolved only through trilateral talks. Bhat has said that during the last five decades or more the process of dialogue has been initiated between India and Pakistan but these bilateral talks have not proved result oriented. Bhat said "bilateral talks,if held in the future,may not achieve any results as far as the settlement of the Kashmir issue is concerned.What is neded is involvement of representatives of people of Jammu and Kashmir in the talks for resolving the Kashmir issue."
When asked whether the separatists represent people of Jammu and Kashmir Bhat said "we represent the aspirations and sentiments of people of the state which is enough for New Delhi and Islamabad to treat us as representatives of people."
Possibly it is the outcome of their urge to fight against attempts by New Delhi at sidelining them that the separatists have started focussing their attention and energy on economic problems of people of Kashmir. Some of them have even been voicing anger against power crisis and inflation.
If one sees slight drift in the separatists' approach to Kashmir based issues it is a healthy change. But it calls for flexibility on the part of Delhi so that the separatists are not sidelined and isolated by cultivated in order to en courage them to join the mainstream political activities. New Delhi may be wrong if it believes that the separatists having lost their teeth have no nuisance and mischief value. They can create political and security problems once the state and central Governments fail to meet the aspirations of people of the state,especially the unemployed educated youth. Hence no harm if the separatists are engaged in the process of dialogue.If that is done it may force the separatists to lose their political lustre.
