'Calls for all required measures being taken to bring down pendency of cases' | Guv inaugurates North Zone Conference on Mediation | | early times report JAMMU, Mar 17- N N Vohra, Jammu and Kashmir Governor, has called for taking all the required measures for promoting the concept of Mediation as an Alternative Dispute Resolution method for providing speedy justice to the litigants and facilitating bringing down the pendency of cases in the various courts in the country. The Governor, who was Chief Guest, while addressing the inaugural session of the Regional Conference of North Zone States on "Mediation: An Effective Strategy to Responsive Justice", organized by the Mediation Monitoring Committee of the Jammu and Kashmir High Court, at Police Auditorium, Gulshan Ground here today. The Governor observed that over a period of time the number of cases before the courts had increased due to the increase in population, education and awareness among the people about their rights, as well as several other factors. He said that there are about 4 crore cases pending before the various courts in the country, adding that to address this problem there is need for building adequate infrastructure and increasing the number of magistrates and judges at all levels. He said that the concept of Mediation and other such Alternative Dispute Resolution methods can make a significant contribution to address the enormously large pendency of cases before the courts at all levels. He said that Conciliation, Mediation and similar other approaches were very much in vogue in our country in the centuries past and are therefore integral to our cultural ethos. He asked one and all must join hands to ensure that the concept of Mediation is promoted in a big way and becomes successful in all parts of the country. Referring to the various initiatives taken by the Jammu and Kashmir High Court for the promotion of Mediation, the Governor hoped that these endeavours would lead to great success. On this occasion the chief guest Vohra released the Annual Report of the Jammu and Kashmir High Court Mediation Monitoring Committee and a Docu-Drama on Mediation titled Raahein Aur Bhi Hein, on this occasion. Justice Dalveer Bhandari, Judge, Supreme Court of India and Chairman, Mediation and Conciliation Project Committee (MCPC), in his Presidential Address, referred to the Conference and said that it would immensely help the cause of Mediation process. Speaking extensively about the advantages of Mediation, he added that for its greater success we need to have a large number of trainers and the required infrastructure. Justice Swatanter Kumar, Judge, Supreme Court and Member, MCPC, in his keynote address, spoke about the aims and objects of constituting the Mediation and Conciliation Project Committee of the Supreme Court. Earlier Justice F M Ibrahim Kalifulla, Chief Justice, Jammu and Kashmir High Court, in his introductory remarks, thanked the Governor for inaugurating the Conference. He said that the concept of Mediation plays a very crucial role in dispute resolution, as it saves time and cost, reduces the backlog of cases and is a win-win situation for the parties at dispute. Justice Mansoor Ahmad Mir, Chairman, J&K High Court Mediation Monitoring Committee presented welcome address while Justice Muzaffar Hussain Attar, Member, High Court Mediation Monitoring Committee, presented a Vote of Thanks. Earlier, saplings were presented to the Governor and other dignitaries on this occasion. Prominent present on the occasion include Abdul Gani Malik, Minister for Higher Education, Ajaz Ahmad Khan, Minister of State for Law and Justice and Parliamentary Affairs, Chief Justice of the Himachal Pradesh High Court, Acting Chief Justice of Delhi High Court, Judges of the J&K High Court and other High Courts of the North Zone States, Judicial Officers, lawyers, senior Civil and Police officers, faculty members and Law students were among those present on the occasion. |
