NC asks : Are there more Sectt employees from Kashmir than from Jammu? ; CM answers : Yes !

The oft repeated complaint of the people of Jammu that Civil Secretariat of Jammu and Kashmir has been totally dominated by the inhabitants of Kashmir was substantiated today by facts and figures.
Iin reply to a question of NC Legisaltor Ajay Sadhotra, Chief Minister Ghulam Nabi Azad informed the house in the form of written reply on Monday that out of 1725 secretariat employees, a whopping 1214 hail from Kashmir region and only 489 belong to Jammu.
An analysis of this data further tells that as far as the gazetteed employees are concerned, the skewness in the employment figures in not very sharp as there are 191 officials from Kashmir in this grade versus 108 from Jammu region.
Although the valley based employees are double in this case, but the overwhelming discrimination with the people of Jammu is evident, when the employee profile of Non-Gazetted employees is analysed.
The overwhelming domination of Kashmiris is evident in the secretariat as they account for 767 jobs as compared to only 274 jobs held by Jammuites in this class.
Here, it must be mentioned that representation of the Ladakhis in the civil secretariat, which is considered the abode of the government is almost negligible.
There are only ten gazetted employees from Ladakh, who have managed jobs in the civil secretariat.
The domination of the valleyites is almost complete as far as class four jobs is concerned. There are 256 class four employees from Kashmir whereas only 107 from Jammu region, which is almost less than half.
Expectedly, Ladakhis have no presence in these jobs in the secretariat.
Coming out strongly against this skewed employment policy of the government, Panther Party MLA Balwant Singh Mankotia said that these figures were clear indicators of the discrimination with the people of Jammu and Ladakh.
“The Panthers Party is going to oppose this tooth and nail and we will take up this matter inside the House and outside also”, he added.
Former Minister and Panthers MLA, Yashpal Kundal also supported the views expressed by his colleague and added that the people of Jammu will not tolerate this ham-handed policy of the government.
“The secretariat represents the government and so much discrimination here, sends a wrong signal to the government”, he added.
Interestingly, the presence of Jammuites in the gazetted posts have increased only after the State Public Service Commission made recruitments in the KAS and allied services thrice in the last six years.
Due to fairness of the recruitment lists, the candidates hailing from Jammu region had dominated these lists. Sadly, the success of Jammuites in the KAS lists was not palatable to some politicians, prone to playing the regional card and they had even demanded the scrapping of the list few years back.
