Lop-Sided Track-II Initiatives

RUSTAM
JAMMU, Mar 18: A number of alarming developments took place during the last few years all suggesting that something poisonous is cooking up in New Delhi and Islamabad. The case in point is the former interlocutor Radha Kumar-sponsored 2-day-long (March 10-11) meet on Kashmir; the Indian Council of World Affair (ACWA)-sponsored one day meet on March 11 on South Asia, India-Pakistan relations and Jammu and Kashmir and pro-autonomy journalist/ commentator Seema Mustafa-sponsored one-day-long meet on March 12 the Kashmiri youth and their aspirations. All these meetings and conferences were held in New Delhi. One meeting between Indian High Commi-ssion to Pakistan and cricketer-turned-politician and Tehrik-e-Insaf president Imarn Khan also took place in Islamabad. It happened on March 15. Let's ignore the Islamabad meeting between Indian High Commissioner and Tehrik-e-Insaf president, as also the one organised by the ICWA and focus on the composition and outcome of the meetings organised by Radha Kumar and Seema Mustafa. The outcome of the meets on Kashmir, organized by Radha and Seema, was on expected lines. The bulk of the participants sung the pro-autonomy, pro-self-rule, anti-Indian Army, anti-AFSPA, anti-PSA and demilitarisation monoto-nous, irritating and provocative song. They, in addition, advocated dialogue with Pakis-tan, dialogue with Hurriyat Conference and dialogue with those put behind bars on the charge of sedition or anti-state activities. Besides, they lambasted India, some directly and some indirectly. Their message was loud and clear: No or little truck with New Delhi.
As for the composition of these two meetings, these were Kashmiri-dominated. Almost all the Kashmiri legislators took part in these meetings and these included MLAs, MLCs and members of parliament, Lok Sabha and Rajya Sabha. Almost all the NC MPs took part in the Radha Kumar-sponsored meet on Kashmir. One Congress MP was also there. More than a dozen NC MLAs and MLCs, besides an independent MLA and CPI-M MLA from the Valley, also took part in the meet. The Congress MPs Madan Lal Sharma and Lal Singh were conspicuous by their absence in this essentially anti-India meet. It is obvious that Radha Kumar had not invited them. Madan Lal and Lal Singh were also conspicuous by their absence in the meeting organized by Seema, which was, among others, attended by CPI-M MLA from Kashmir, National Minority Commission Chair-man, one member of Team Anna, CPI-M MP, CPI MP, Lok Janshakti Party representative and scores of Kashmiri students studying in Delhi. Again, it is obvious that Seema did not invite Madan Lal and Lal Singh.
In other words, both Radha and Seema rigorously excluded those from their meetings considered inconvenient. Most of the Delhi-based news channels also exclude them from discussions and debates they organise on Kashmir. Madan Lal sharma and Lal Singh, who represent the people of Jammu province in the Lok Sabha, need to examine the causes responsible for the exclusion from such debates and meetings. One of the causes appears to be that they have seldom asserted their position and authority. They must assert their position and establish their credentials as representatives of the people of Jammu province. They need not ape the Kashmiri legislators, but they have to make their presence felt by asserting their authority and demonstrating their opposition to those seeking to dismember India or make New Delhi pander to Kashmiri communalists and separatists. Media and the so-called track-II actors would surely recognise them once they start asserting their position.
