Dy CM grilled, legislators allege electoral irregularities | Grants of housing deptt discussed | | Early Times Report
JAMMU, Mar 19: Deputy Chief Minister Tara Chand had to eat a bitter pill today in the lower house as legislators cutting across party lines took him to task for being unable to tap irregularities and wrongdoings in Housing and Urban Development Department. He was blunted for having been unable to correct systemic wrongs. Legislators raised prickly questions over the functioning of Housing and Urban Development Department. They alleged irregularities in the preparation of electoral rolls for municipal elections in both Srinagar and Jammu cities while adding that department has failed in doing its duty honesty. The first to take a dig at Deputy Chief Minister was NC MLA Bimla Luthra. It needs to be mentioned here that National Conference (NC) is coalition partner of Congress. Speaking during discussion on the grants of Housing and Urban development Department, Luthra said that those preparing the electoral rolls are either not being asked to verify the names or have intentionally written the names wrongly. She pinpointed towards grey areas and said that department has failed to correct the wrongs despite repeated requests. "In the electoral role my name is written as Vimla Malhotra instead of Vimla Luthra. My son's name has been written correctly but the name of his father is wrong," she said. JKNPP legislator Harshdev Singh alleged gross irregularities in most of the electoral rolls being maintained by authorities in both the capital cities. "20 wards falling under Jammu Municipal Corporation (JMC) have shown same population and same number of households. The ward number 10 to 29 (excluding ward number 11), all have same number of households written as 1238 and have same population that is 7438. How it can be possible," he said and alleged that all the lists were maintained by the men in their houses instead of going to the respective ward for counting. He further said that same astonishing revelation were came to fore in the voter lists of Srinagar Municipal Corporation (SMC). "In ward number 28 of SMC, in the area of 0.5 square kilometers there are 35,438 voters while in ward number 29 in the area of 0.5 square kilometers there are 24,522 voters and in the ward number 30, in the area of 0.3 square kilometers there are 19,858 voters" he said and questioned that how it was possible. Castigating the functioning of Housing and Urban department, Harshdev Singh said that if the department would add all the poultry birds present in that particular wards of SMC, then also the number of voters would not reach to such huge number. "Another staggering revelation is that, in ward number 49 of SMC, total population is shown as 2857 but the number of voters is 5059," he said, adding that it was impossible to digest such figures. "I only want to say that the lists are prepared in the rooms by the persons engaged in the work" he alleged. PDP legislator Javed Mustafa Mir while taking a dig at functioning of concerned department said, "Without notifying the area, Panchayat elections were conducted in one of ward of Chadoora constituency. This is shocking". He further added that an area was under Municipal Committee but without notifying that area Panchayat elections were conducted by government. The point raised by Javed Mustafa Mir was also endorsed by Deputy Speaker Sartaz Madni who was officiating at that time. While addressing Deputy Chief Minister Tara Chand, he said that same was case in his constituency. "In Devsar constituency, an area was in municipal committee but during Panchayat elections, without de-notifying that particular area Panchayat elections were held," he said.
