J&K to take up re-opening of Nowgam-Nowkot LOC road with centre

JAMMU, Mar 19: State government will request Centre for taking up the issue of re-opening of Nowgam-Nowkot Line of Control road between J & K and Pakistan-Occupied Kashmir (POK), with Pakistan. In a written reply top the question of independent MLA Engineer Rashid, Chief Minister Omar Abdullah has said that state government will request the Centre to include opening of Nowgam-Nowkot road between J & K and POK in their talks as another Confidence Building Measure (CBM) between India and Pakistan.Nowgam-Nowkot road connects Mawer area of Kupwara district in J&K with Leepa Valley of POK. He said opening of roads for increasing connectivity between J&K and POK is a subject matter dealt by the Centre and Pakistan. Two LoC roads Poonch-Rawalakote in Jammu region and Uri-Muzaf farabad in Kashmir valley have been re-opened between J&K and POK as a CBM for facilitation of trade and travel. In reply to another question, state government said that Army has paid Rs 46.46 lakh rent to people of seven villages in Kupwara district for nearly 196 acres of land. It added that Army has paid Rs 46,46,397 rent to the people of seven villages of the state while adding that rent amount was paid to 157 families of Watayan, Qalamabad, Monabal, Harill, Langate, Chak poran and Nougam. Army has occupied nearly 196 acres of land in villages for which the rent was paid. Minister for Rural Development, Law, Justice and Panchayats has said that a project report of Rs. 9.7 crore for construction of Koil-Malangpora-Khandey pora-Panjgam road have been submitted to the Centre for NABARD funding adding that after receiving approval from NABARD the construction work of the said road would be taken up. This was stated by Minister in reply to a question by Mohammad Khalil Bandh in Legislative Assembly here today. He said the construction work of 16.5 M span Sanzan bridge costing Rs. 1.33 crore have been taken up under state sector and Rs. 1.50 lakh stands released during current fiscal. He said the bidding for the said bridge is under process. In reply to another question by Ajaz Ahmed Jan, the Minister gave detailed information of the road projects being executed under NABARD and PM GSY schemes in Poonch district. He also gave details of land compensation paid in respect of ongoing road projects under these schemes in the district. Replying to another question by Durga Dass, the Minister said that detailed project report for construction of Rai to Goran road have been prepared at an estimated cost of Rs. 10.32 crore and possibility for funding would be explored. Minister for Rural Development, Law, Justice and Panchayats has said that recommendations of Bloreia Commission for creation of new administrative units including Community Development and NES blocks are under examination of revenue department adding that once the concerned department would share the recommendations of the Committee with rural development department, the department would examine the report and take appropriate action in setting up of new community blocks in the state. This was stated by the Minister in reply to a question by Sham Lal Choudhary in Legislative Assembly here today. He said village Suchategarh has been already developed as model village under Prime Ministers Reconstruction Programme. In response to the supplementaries, the Minister said that creation of new CD blocks in the state would be considered after implementation of the recommendations of the Committee. He said completion of work on model villages would be ensured, besides development of more model villages under BADP and state sector would be considered only after they fall under the prescribed norms set by the Centre and State governments. He said decision of DDB meetings for development of 6 model villages in erstwhile Doda would be also implemented. Minister for Agriculture, Ghulam Hassan Mir has said to educate farmers about modern techniques of farming and provide them better marketing opportunities, Kissan Melas and agriculture awareness camps would be now organized at Panchayat levels. He said a spice park would be developed at Pampore for providing marketing facilities to the Saffron growers. This was stated by the Minister in response to the suppleme ntaries asked by legislators Sajad Ahmed Kitchloo M. Y. Tarigami, Sukhnandan, Jugal Kis hore and Balwant Singh Mankotia to a question by Ashwani Sharma in Legislative Assembly here today. Minister said that government has taken several initiatives for promotion of agriculture production in the state. Replying to another question by Sajad Ahmed Kitchloo, the Minister said that under RKVY four ropeways would be constructed in Kishtwar area at an estimated cost of Rs. 4.49 crore, adding that these rope ways would be constructed at Sohal to Chitto, Gulab Garh to Ligri, Sohal to Ungai and Sohal to Kab ban for lifting of their farm products to the main road. He said for the purpose tendering process have been taken up by R&B department.
