Condition of jail inmates in J& K has improved: ICRC | | | Early Times Report Kishtwar, Mar 19: In a statement issued by it, a top official of International Committee of Red Cross (ICRC) has said that the condition of jail inmates has improved in J&K. The statement of ICRC is contrary to the claims of various separatist organizations in Jammu and Kashmir that the condition of jail inmates as well as jails in Jammu and Kashmir was in a miserable condition. ICRC has for the first time made such a statement. The statement on the improved condition of jail inmates in Jammu and Kashmir has come from none other than Dr Alexis Heeb, Communication Coordinator of the ICRC in New Delhi, who recently was quoted as saying that the condition of prisoners had improved in the major detention facilities in the region. He, however, said that it was not possible for his organization (ICRC) to reach out to every detainee in the jails. Dr Alexis remarks also come in the case of Mushtaq Ahmed who was picked up by police personal of Mehraj Gunj police in Srinagar last year. "It is the family which needs to contact his organization. We don't generally take up visits to police stations," Alexis was quoted as saying. He added that if his organization receives specific information about a detainee in a particular police station, they visit the police station to check his condition. According to the MoU between Government of India and ICRC, ICRC can interview any detainee in private and also assist in restoring family links between detainees and their family members. However, there is no definite number available as to how many people have availed its support in the recent years since the organization did not allow its officials to issue any statement to the media. "Huge number of people have benefited from his organization, it is always better to be present and work than not working at all (in the conflict-torn region)." Dr Alex was quoted as saying by Wikileaks. Recently a Wiki leaks cable had claimed that following a seminar on Human Rights by ICRC in 2004, the Government of India had asked them to `wind up` its operations in Jammu and Kashmir. |
