| Confer District status on Billawar-Basholi:Bani, Akhnoor, Siot: Harsh | | | ET Report
Jammu, Mar 20: Harsh Dev Singh NPP MLA and leader of the Panthers Legislature Party sought the creation of additional administrative units in the State including Districts and tehsils in conformity with the assurances given on the subject from time to time by the Govt.
Speaking in the legislative Assembly on the 'Demands for Grants' for Revenue Deptt Harsh Dev Singh demanded creation of new Districts for Billawar-Basholi-Bani areas, Akhnoor and for Siot in Rajouri. He also sought creation of new tehsils for Basantgarh, Purmandal, Rarngarh; Khour, Jindrah, Pancherri besides' other deserving areas. He said during the earlier demarcation of administrative units certain Districts were created in Kashmir Division with a single tehsil within their jurisdiction. He said that Jammu division with a huge geographical area, tough terrain. and rugged topography needed to be suitably accommodated In terms of creation of new administrative units.
Harsh further sought the tabling on the floor of the House of the report of the committee for creation of administrative units. He said that the issue of politicization of the said committee was raised in the legislative Assembly also during the last Budget session with legislators strongly pleading for autonomous committee with impartial and unbiased approach.
He regretted that Billowria Committee which had earlier been entrusted with the task of recommending new districts and fehsits had prepared its report which was rejected out rightly by the present coalition in 2009 even without discussion only because S S Billowria had refused to succumb to political" pressures. He deplored that unbiased and unprejudiced nature of the Billowria Committee report became a cause of its repudiation and rejection by the ruling alliance.
Favouring discussion on the report of the new committee in the Legislature, Harsh said that suggestions of elected representatives should be duly considered and given due weightage in the matter of creation of new administrative units or effecting any changes in the existing set-up. Commenting further on the functioning of Revenue Deptt, Singh alleged large scale encroachments of govt lands by land mafia including Politicians and bureaucrats and utter neglect of the Deptt. to get the unauthorized occupations vacated. He charged the govt with utter failure in process of settlement operations.
Harsh came down heavily on the goyt for its failure to fulfill the promises made with the west Pak Refugees, Pok refugees and migrants and also ridiculed the negligible increase in the honorarium of Numberdars and chowkidar and sought adequate honorium for the said categories.
He also sought sufficient funds for the victims of natural calamities' and adequate relief for damages caused due to recent snowstorms and unprecedented rainfall with particular reference to Ramnagar constituency.
