Coordinated centre-state relations needed to curb terrorism

Terrorism has affected badly the peace, progress and
prosperity of the whole India right since its inception on
the Indian soil. Irreparable loss in both the form i.e. men and material has dented the Indian pace of forward mobility. The reason to mention is on the account of the fact that whatever money has been utilised on the rehabilitation processes in the post series of attacks in the different regions is beyond imagination and calculation. Had same amount been spent on the other projects lacking behind for the want of adequate funds, the face of India today would have been quite different. But it is sorry to admit this did not happen and still we are reeling under the burden of poverty, one of the real root causes behind the growth and perpetuation of crime and terrorism in India .Further it is an admitted fact that past responses to the major attacks have clearly shown that there lacked a cohesive coordination of intelligence groups at Central level, States level, between the Centre and States etc. The result of such dismal coordination is apparently visible owing to poorer collection of the information or timely retrieval of bits of information, illogical sharing, weak assessment, delayed projections and blurred forecasts. In order to overcome such unforeseen events, efforts have been made at the regular intervals of time to build up the existing structure but over and again failure to check the incidents have almost shown every time that proposed structures collapsed beyond repairs forcing every time to re think, redraft and renew the formidable strategies with the new incumbents heading such proposed committees, units and organisations. Especially after the 26/11 Mumbai attacks, it was direly felt that there should be centralisation of counter terrorism functions and capabilities. In order to do so, many suggestions were sought by Cabinet Sub Committee under the direction of Union Ministry of Home Affairs and in the end Home Minister Sh. P C Chidambaram forwarded the case of NCTC but unfortunately the idea met with utter resistance from the non governing UPA /Congress party states despite acknowledging the terrorism threat as the major threat to the Nation. It speaks in itself about the double tongue speech. Does such act on the part of opposition not reflect that Indian culture of politics is self centred and holds myopic vision? Is it not a sign of Anti- nationalism and lack of patriotism?
Let the differences over reining the power should stay but augmenting the case at the cost of country's safety and security is very sordid affair and is not quite understandable. Unfortunately such a culture has perpetuated and is surviving till date amply offering foes to sneak in and strike at will. Instead of strengthening the fences, we allow the rats to enter without much resistance and then ask and expect our cats to hound and kill them which have proved a very costly affair. The record of both the Centre and the States in taking the collective measures in dealing with such projects has been far from impressive. At the Centre, the creation of NINW ( National Intelligence Network ) and data base was allocated to the Multi Agency Centre within the Intelligence Bureau while States were asked to set up State wide Area Network (SWAN) and State Data Centre (SDC) necessary to the construction of national intelligence database but honestly speaking the progress achieved in these features is very abysmal. The entire administrative edifice is collapsing across the country today, because there is no effective audit of performance at the respective Central and State level.
The Centre will have to take the initiative to bring about the measure of uniformity and effectiveness in National Counter terrorism capabilities and responses. Similarly states too need to put in efforts without holding any ill will against Centre on the partisan, religious or the regional grounds .They must recognise that contemporary terrorism holds a challenge to one and all without any personal matter. When such undesirable and unprofessional activities are encouraged purely to serve the narrow political ends, then the proposed NCTC will not rise above the politics in exercising its authority to meet the desired results. Earlier the premiere intelligence agencies concentrated mainly on the strategic intelligence, leaving technical intelligence mostly to police organisations and security forces but now the need of the hour is to collect both strategic and technical intelligence for specific intelligence on which the rapid response can be planned and executed. At the grass root level in the States, the intelligence apparatus need to be revamped. In doing so ,the monetary support to the field staff is urgently sought which does not percolate to them for the reasons well known to the senior functionaries who are entrusted the task of budgeting and allocation of funds earmarked for the distribution .In the light of non availability of adequate funds ,field staff finds themselves in horrible situation to garner the intelligence through the sources who are always eyeing on the pockets of their masters. More the penny, merrier the results while less the penny, lesser the qualitative outcome.
So until this stage is not strengthened, there is a least hope of any formidable change in the intelligence collection. The Station House Officer's in their respective areas enjoys rich amount of privileges and powers by virtue of their post and flow of information to them is more easier, handy and quick than the others who have to generate by the sheer dint of their hard work. Keeping in view this point it is emphasised that they should be equally funded with the purpose to generate the information through the local Chowkidars ,Lambardars ,Panches and Sarpanches who seek their refuge by coming under the shade of SHO more frequently than anyone else to sustain their own status and powers at local level bodies . In the end it is advisable to put forth that intelligence agencies need to devote their attention to uplift their own image, public relations and communication with the media.
Failing on any of these fronts' means to ask for trouble to cause an embarrassment. This is an area which demands the expertise skill of the professionals for special handling of the collected threads in the form of bits of information's .Above all such collected information must be quickly filtered and shared between the states intelligence networking set up and between the Centre and States for avoiding the catastrophe.
