Sex ratio declining in J&K, steps being taken on war footing basis: Sham | LC discussion on Health Department | | Early Times Report JAMMU, Mar 20: Sex ratio in Jammu and Kashmir has come down to a low 883 females for 1,000 males as per the 2011 census, prompting Minister for Health Sham Lal Sharma to say that government was taking action to curb the trend. The minister went on and said that sex ratio in the 2011 census has decreased to 883 per 1,000 males compared to 892 per 1,000 in the 2001 census. He made these startling revelations while replying to the discussion on the functioning of the Health department in the upper house of the state legislature. He vehemently stated that government is aware of the situation and has already taken strict measures to check this trend. It needs to be mentioned here that national sex ratio as per the 2011 census is 940 females per 1,000 males whereas the child sex ratio is 944. Sham further said that to improve medicare facilities in hilly and far off areas, 11 districts, which include Udhampur, Reasi, Doda, Ramban, Kishtwar, Poonch, Rajouri, Kupwara, Bandi-pora, Kargil and Leh districts have been declared as "High Focused Districts". Under this programme, besides upgradation of infrastructural facilities, hi-tech diagnostic equipments would be installed in the health institutions of these districts. Sham said that over 1.86 core persons have been provided medicare facilities through the health institutions of the State during the current fiscal. He said that patients rush in hospitals has increased much more during the past couple of years and there is need to upgrade the health infrastructure besides setting up of new health centres. He said that during past three years health infrastructure and diagnostic equipments in rural hospitals have been upgraded due to which the load of patient rush on city hospitals has decreased to a large extent. Minister said that in order to further upgrade healthcare facilities in remote and hilly areas, 200 new Health Sub-Centres (HSCs) would be opened during coming fiscal. He said that to educate rural women folk about safe institutional deliveries about 2000 more ASHAs would be engaged in the next financial year. He said that mobile medical units for remaining 11 districts would also be set up. He said that Rs. 40 crore have been proposed for development of health infrastructure under NRHM and procurement of additional 200 ambulances to replace troupe carriers while adding that 26 blood storage units are also proposed to be strengthened in the state during the next fiscal. He said that children under the age group of 0-19 years, suffering from congenital and complicated diseases, would get free of cost treatment in and outside state health institutions under school health programme for which a provision of Rs. 1 crore has been kept as one time financial assistance ranging from Rs. 25,000 to Rs. 1 lakh on first come first serve basis. Minister said that 4300 medicos and para-medicos, 1798 II ANMs for Health Sub-Centres and 346 MMPHWs for Medical Aid Centres have been engaged under NRHM. In order to encourage the doctors and para-medics to serve in the rural and remote areas, the remuneration for doctors and para-medics has been increased substantially. Rogi Kalyan Samitis under the chairmanship of concerned MLAs are also empowered to improve functioning of the institutions falling under their jurisdictions and sufficient funds have been placed at the disposal of the institutions for meeting the emergencies. He sought support of the legislators to further improve the healthcare facilities in the government hospitals. Subash Chander, Bashir Ahmed Magray, Khalid Najeeb Suhrawardy, Nizam-ud-Din Khatana, Ajay Sadhotra, Dr. B.A.Veeri, Naresh Kumar Gupta, Narboo Gialchan and Syed Ahmed Rizvi took part in the discussion and suggested measures to further improving the healthcare facilities across the State. |
