Never too late to mend, opposition unites over DDB status issue, stages walk-out | | | Bashir Assad Jammu, Mar 20: Entire opposition in Jammu and Kashmir Legislature Tuesday Tuesday displayed a united show while lashing out at the Omar Abdullah led coalition government for rendering the institution of District Development Boards useless by not implementing the decisions being taken in the meetings of the District Development Boards and discriminating the opposition in allotment of plan size and additionalties. The issue rocked the House today and entire opposition staged walk-out in protest. The trouble started when the Finance and Planning Minister Ab. Rahim Rather could not satisfy the opposition while replying to a question raised by Ch. Zulfkar Ali of Peoples Democratic Party about the details of decisions taken by DDBs during last three years along with action taken report and the legal status of DDBs. Not satisfied by the reply of Rather, Zulfkar staged walk-out from the House, however, the issue attracted attention of entire opposition who asked a series of supplementary questions but the Finance Minister could not satisfy the opposition which irritated all the opposition members who protested strongly against what they termed institutional erosion and discrimination of the government against opposition. AR Veeri, Rafi Ahmad Mir, Sayed Basharat Bukhari, Nizamuding Bhat, Ab. Gafar Sofi, Mudhtaq Ahmad Shah, Dr. Shafi Ahmad Wani, Abdul Haq Khan, Peerzada Mansso Hussain, Sayed Bashir Ahmad, Javed Mustafa Mir of PDP, Hakim Muhammad Yasin of PDF, Harsgdev Singh and Balwant Sigh Mankotia of NPP, Jugal Kishore, of BJP and Ashwini Kumar JSM asked many supplementary questions and not satisfied by the reply protested strongly while marching towards the well of the House. Ab. Rahim Rather made repeated efforts to convince the opposition but failed which triggered the entire opposition to state walk-out from the House in protest latter taking to media jointly in the Central Hall, Ch. Zulfkar Ali, Abdul Gafar Sofi, Ab. Rehman Veeri and Abdul Haqu Khan of PDP, Harshdev Singh of NPP and Jugal Kishore of BJP alleged that the Ministers in coalition government have formed an association to help one another in their constituencies while as opposition is being totally ignored in plan allocations and allotment of addionalities. " Ministers have formed an association to work for each other and the opposition MLAs are totally ignored" said Harshdev Singh. He said that opposition is being ignored in plan formulation and fund allocation. "Concept of District Development Boards have been defeated by the present dispensation ,we strongly condemn this attitude" Harshdev said and added that opposition was united to express their resentment on this issue. Earlier, Ch. Zulfkar of PDP said that in Rajouri district alone out of 137 decisions taken in District Development Board Meetings over last three years 80 decision have not been implemented. "Ministers are feeding their constituencies while the opposition MLAs are totally ignored in every respect" Ch. Zulfkar said. However, Finance Minister Ab. Rahim termed the allegations levelled by the opposition as baseless and far from the truth. Talking to media persons in the Central Hall of the Legislature, Rather said that MLAs are being consulted before plan formulation and every decision of the DDB is being implemented. "Normally MLAs recommend and project more than the actual plan size allocated to their respective districts which is something beyond the jurisdiction of DDB and the DDBs send the recommendations to the government for approval" Rather said and added that it was here the opposition MLAs are confused. Rather said that there was no substance in the allegations levelled by the opposition and that they were just playing o the galleries. On news paper reports that Pakistan has leased-out parts of Gilgit and Baltistan to China, Rather said that this sensitive issue pertains to the Foreign Affairs Ministry and by raising noises and creating uproarious scenes, these issues are not discussed."If they were serious they should have given a notice to the Speaker seeking discussion on the issue" added Rather. |
