Jammu, Mar 21: While Bakshi Ghulam Muhammad and GM Sadiq are cursed for extending `draconian laws' to the state of Jammu and Kashmir, the Sheikh family, political circles, believe is the real culprit, the third generation Abdullah's cry for revocation of Armed Forces Special Powers Act (AFSPA) notwithstanding.
After burying the `Plebiscite Front' in 1975, Sher-e-Kashmir opted for a preventive detention law to silence his own workers who had been chanting slogans of Plebiscite under the dynamic leadership of his most trusted lieutenant, Mirza Muhammad Afzal Beg for 22 years. In 1978 the Jammu Kashmir Public safety Act (PSA) was passed and extended to the state. The misuse of this law continues to this day.
In 1984 a de-facto member of the Sheikh family, Ghulam Muhammad Shah extended the Terrorist and Disruptive Activities Prevention Act (TADA) to the state. This law was, however, repealed following severe criticism from the Indian Civil Society. Even saner elements in the right wing organizations admitted the law had dangerous fangs.
During Farooq Abdullah's third tenure as Chief Minister of the State, the Prevention of Terrorism Act (POTA) was extended to the state. Incidentally Jammu Kashmir became the first state in India to extend the law. The law, however, was suspended during Mufti Muhammad Sayed's regime. Informed sources believe the law was extended in lieu of an extension to Dr Farooq's close friend as chairman of Jammu Kashmir Bank.
Omar Abdullah became the Chief Minister of the state three years ago. He promised repeal of what he called draconian laws including AFSPA. However, NC MPs voted in favour of National Counter Terrorism Centre (NCTC) a centrally controlled arrangement to fight terror.
NC support to the new mechanism evoked severe reaction from the Peoples Democratic Party (PDP) president, Mahbooba Mufti. She said the N C had once again shown its anti people colors while voting for the new mechanism. According to her, it has made Omar Abdullah's campaign for revocation of AFSPA ridiculous.
