Center says recommendations of PM's WGs implemented in J&K | Sagheer Committee report still being examined: Sagar | | Early Times Report Srinagar, Mar 21 (KNS): Center Government on Wednesday claimed that it has implemented the key recommendations of five Working Groups (WGs) constituted by the Prime Minister to look into political, social and economic issues of Jammu and Kashmir. In a written reply to the question raised by National Conference MP, G N Ratanpuri in Rajya Sabha, Minister of State in the Ministry of Home Affairs, Jitendra Singh said, "Key recommendations having impact on the well being of various segments in the state of J&K have been implemented." Ratanpuri in his question had asked which of the five WGs constituted to look into political, social and economic issues of J&K have submitted their recommendations and when. He had also asked the Central Government how and when the Government intends to take a final decision on their recommendations. In written reply Singh said, "WGs I to V have submitted their recommendations on various issues of Jammu and Kashmir. In January 2007 (WG 1 and II), in March 2007 (WG III, IV) and December 2009 (WG V)." However, when asked whether recommendations of the WGs have been implemented, Minister for Law and Parliamentary Affairs, Ali Mohammad Sagar, told KNS that they are still examining the recommendations of the last WG (Sagheer Report). "I don't know which recommendations have been implemented, but Sagheer Committee report which discusses autonomy of the state is being examined by a committee headed by Finance Minister Abdul Rahim Rather." Justice (Retd) Sagheer Ahmed Working Group report on crucial subject of centre-state relationships had neither recommended nor rejected proposed autonomy for Jammu and Kashmir but urged Prime Minister that controversial issue of granting certain constitutional guarantees to state be debated further for a possible consensus. The state government in on October 11, 2010 constituted a committee which was asked to examine the Saghir panel recommendations and submit a report to the government within three months. However, it has been granted more than five extensions since its inception, sources told KNS. The committee was constituted by the state Cabinet for examining the recommendations made in the report of Working Group-V, headed by late Justice Saghir Ahmed on Centre-State relations in context of J&K with a view to formulating response/comments of the State Government for further consideration and approval of the Government. While Justice Saghir Ahmad submitted his recommendations to the state government in October 2010, he passed away on January 31, 2011. The committee comprises Finance Minister as its chairman and Minister for Rural Development and Panchayats, Minister for PHE, Irrigation and Flood Control, Minister for Tourism and Culture, Minister for Industries and Commerce, Minister for Health, Horticulture and Floriculture and Minister for Consumer Affairs and Public Distribution as its members. |
