| NC leadership belatedly realises need for NCTC | | | The Congress led UPA Government
has won the first battle in favour of
the establishment of the National Counter Terrorism Centre (NCTC)in the Parliament when with the tactics of the TMC and the BSP,whose members walked out from the House,the amendments to the NCTC,moved by the BJP and the left,were defeated.
As far as its impact on the Jammu and Kashmir's political scenario is concer ned it has made the position of the National Conference vulnerable.It is so because the Congress led UPA Government does not need to bank on the support of the NC members in the Lok Sabha after the TMC supremo, Mamata Banerjee,announced that it will continue to support the UPA until she was not thrown out or humiliated by the Congress.In fact the NC's importance for the survival of the Congrss led UPA Government in the centre has declined following the decision of the BSP,the Samajwadi Party,the DMK to support the Government.
Hence the NC leadership had no other alternative but to support the UPA Government. It did so by not opposing the Government's plan for the establishement in the centre. Earlier Chief Minister, Omar Abdullah, had joined hands with those chief Ministers who had opposed the NCTC plan on the plea that it would erode the federal structure in the country. If Omar has decided to go with the UPA plan on NCTC it the result of his belated realisation that keeping the Congress in good humour was needed for his political survival. He has realised that if he has to fulfill his ambition of retaining his Chief Minister's "Gaddi" for a period of six years he has to see to it that he does not enter into any conflict or confrontation with the Congress high command. Confrontation with the Congress may not only endanger his career as Chief Minister but may also force Dr Farooq to quit the union cabinet . If the opposition parties in Jammu and Kashmir blamed Omar Abdullah for having crawled before the Congress by having supported the UPA Government's plan on establishing the NCTC they are not wrong.
The opposition is supposed to attack Omar on the ground that he(Omar) deviated from his earlier stand on the issue. And that too when the Kashmir Chief Minister has been in tthe forefront of those demanding withdrawal of the AFSPA and the army from within the civilian areas in Jammu and Kashmir. Reports inedicate that the NC's change in its stand is the result of Prime Minister's assurance that all state Governments would be taken into confidence before the legal seal was affixed on the constitution of the NCTC.These reports also indicate that some of the Chief Minister's were opposing the centre's NCTC plan simply for public consumption otherwise these Chief Ministers, including those in West Bengal, Orrisa, Jammu and Kashmir,feel upset over the problems creatd by the Maoists,Naxals and the militants. Opponents to the NCTC argue that wthere is already the NIA here should be no need for setting up NCTC which may cause dent in the federal structure.
These opponents need to understand that country's integrity,safety and sovereignty was more important than the federal structure.They need to trust the centre when it says that the interests of the country could be safeguarded if the NCTC was established. |
