!000 Hydel projects, electrification of villages taken up under PMRD

Construction of 1000 Micro Hydel Projects (MHEP) by Army Authorities, electrification of all villages under Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY), , laying of 220 KV, Srinagar-Leh transmission line, Improvement of Transmission and Distribution systems and numerous other projects have been taken up under the taken up under the PM’s Reconstruction Plan.
This was stated today by Minister of state for Finance Prem Sagar Aziz, who said that a package of Rs. 24 thousand crore was announced by the Prime Minister of India Dr. Manmohan Singh in November 2004 when he visited the state as Prime Minister for the first time to reconstruct damaged infrastructure in priority sectors during the militancy, while replying to half an hour discussion on C.Q.No. 142 regarding detail of special package raised jointly by Miss Sakina Ittoo and Prof. Bhim Singh.
Prem Sagar informed that a Consultant of the Asian Development Bank, who is presently functioning as Economic Advisor to Government of Jammu and Kashmir, made an assessment of the negative effect of the militancy on the state economy.
He worked out that the economy had gone back from the level it had reached in 1989-90 and that it would require an amount of about $ 4 billion to make the economy reach back to the 1989-90 level. He said that Prime Minister, who is himself an economist of international repute, after taking over as Prime Minister he agreed with the analysis of the said economist and asked the Prime Minister’s Office to prepare an economic package for reconstruction of the economy of J&K.
The Prime Minister’s Office consulted various Ministries of the Government of India and representatives of the State government for finalizing the package. The then Chief Secretary and the then Principal Secretary, Planning & Development Department participated in the parleys with the Prime Minister’s office. Chief Minister Mr. Ghulam Nabi Azad who was then a Minister in the Central government also helped in finalizing the Reconstruction Plan.
He said that priority sectors taken up under the PM’s Reconstruction Plan include construction of 1000 Micro Hydel Projects (MHEP) by Army Authorities, Electrification of all villages under Rahiv Gandhi Grameen Vidyutikaran Yojana (RGGVY), Generation Project under state and central sectors, laying of 220 KV, Srinagar-Leh transmission line, Improvement of Transmission and Distribution systems. Education sector includes construction of buildings for newly created 14 government degree colleges, construction of buildings of 9 women ITIs and 12 Women Wings in the existing it is, Salary support for third teacher, total literacy campaign. Other priority sectors include Construction of Two Room tenaments for Kashmir Migrants, Rehabilitation of damaged houses for people on the international border/ LoC affected by cross-border shelling in the Jammu region, Rehabilitation of 6072 families of Akhnoor tehsil-border Migrants, Mr. Prem Sagar added.
