Govt unlikely to pass Kashmiri Hindu Shrines Bill in the ongoing session | | | ET Report Jammu, Mar 22: The much talked about Kashmiri Hindu Shrinesand Religious Places Bill will be unlikely passed in the on going budget session of State Legislature which will end on April 4. If the announcement made by the Minister of Revenue Relief and Rehabilitation Raman Bhalla in the State Assembly in this regard during the debate on grants of his Ministry on march 20 is taken into consideration the none can draw the conclusion that the government has not as yet made up with its mind to bring the Bill for protection of Kashmiri Hindu Shrines and Religious Places for voting in the Assembly during the ongoing session. The Minister while replying in the debate on grants made it categorical to the members that unless a consensus is not evolved in the House on the issue the tabling of the Bill will be useless. Bhalla sought the cooperation of all parties in this regard saying that government does not like to face an embarrassing situation on the Bill for lack of support. According to sources some powerful politicians at Jammu and Delhi linked to both NC and Congress are creating hurdles in the passage of Bills they have managed to pursued the leaders of their respective political parties to scuttle the process of the passage of the Shrines Bill. One of the officials in civil secretariat has told some KP leaders recently that instead of wasting time in Jammu they should visited Union Capital and persuade these NC and Congress leaders there to motivate them seeking their consent for the Bill. Otherwise no one can help them. The half hearted approach of the government on the Bill has led to a lot of resentment among the Kashmiri Pandits who feel betrayed and cheated by the government. Terming it a cruel joke with the community the Kashmiri Pandits are of the view that Government was deliberately buying time on the issue. This is a big conspiracy of some vested elements who do not want the passage of Bill so they are using all tactics to sabotage it, said Kundan Kashmiri, president Kashmiri Pandit Conference (KPC). He said it is surprising that when National Conference (NC) was in opposition it brought a Bill which was not passed by the then government he added by Ghulam Nabi Azad on the plea that Government will bring its own Bill. Next year the Government introduced the Bill but its fate is still not known, he added. Kashmiri said when NC in opposition introduced the Bill and Congress which was heading the coalition government at that time promised that government will bring its own Bill what problem the present coalition which comprises of NC-Congress in bringing the Bill in this session. The Shrines and temples in Kashmir are in dilapidated condition and many have suffered a heavy damage during 22 year long turmoil and passage of an for their protection and management has become imperative for the government, said Kashmir, adding any further delay will expose the government's hollow claims on Confidence Building Measures (CBMs) for return of KPs to Valley. “How can Pandits trust the Government's sincerity on return as the community has lost all trust in the present dispensation'' said JL Raina a social activist. He said temples and shrines of Hindus in Kashmir are ancient heritage centres who are linked to Kashmir's traditions and culture of thousands years. There preservation for the posterity is must and it is binding on both central and state governments to take steps in this regard, he added. Raina said it is unfortunate that Nehru -Gandhi family knowing fully that Pt Jawahar Lal Nehruand Indira Gandhi's sentiments were deeply attached to these religious shrines of Kashmir have also failed to take steps in this regard despite the fact that some KP organizations have brought the matter in the notice of UPA chairperson Sonia Gandhi. Raina said that community has pinned high hopes in the family and they believe that it will issue the directives to State government to act in the in the interests of these heritage centers and fulfill a long cherished demand of Kashmiri Pandits. |
