Facts prove opposition led constituencies are discriminated

Jammu, Mar 22: Just three before, Finance Minister termed the allegations about discriminating the opposition in allotment of plan size and developmental funds as baseless, however, the FM was proved wrong today when to a question raised by Independent MLA Er. Rashid, the written reply provides that out of total 32 newly up-graded/established health institutions since January 2009 in the state 8 fall in Char-e-Sharief constituency represented while as 24 up gradations/establishments have been done on pick and chose basis. Not only this, out of total 6 newly established health institutions since 2009 5 PHCs fall in Char-e-Sharief constituency.
In Hiranagar and Jammu West and Basholi represented by BJP break away faction 3 PHCs have been either upgraded or regularized while as 2 in Devsar and Beerwah constituencies represented by PDP respectively.
The details of health institutions upgraded during last three years shows that break away faction of BJP has got 3 up-gradations which include up-gradation of PHC to Accidental Hospital in Hiranagar Constituency, regularization of PHC in Jammu West and up-gradation of PHC to Trauma Centre in Basholi constituency.
In PDP represented constituencies of Beerwa and Devsar a Trauma Centre has been established at Lower Munda and a Sub-Centre has been upgraded to PHC at Makhama. So in actual only 2 newly created or up-graded health institutions have gone to opposition and the rest 30 which include 3 in Akhnoor (represented Health Minister Sham Lal Sharma), 1 in Khour represented by Deputy Chief Minister Tara Chand, 2 in Karnah represented by Kafeel-Ur-Rehmah on NC 1 in Kulgam represented by MY Tarigami of CPI(M), 1 in Inderwal represented by GM Saroori of Congress, 1 in Kishtewar represented by Sajad Kichloo of NC, 1 in Ramban represented by Ashoke Kumar of Congress, 1 in Ghandi Nagar represented by Revenue Minister Raman Bhala, 1 in Kathua represented by Charanjit (Independent), 3 in Uri represented by PHE Minister Taj Mohiuddin of Congress, 2 in Rafiabad represented by Minister of State for Health Javed Dar of NC, and 1 in Sonawari represented by Speaker Muhammad Akbar Lone have gone to ruling coalition and its outside supporters.
Pertinently Harshdev had said on March 20 that opposition was being ignored in plan formulation and fund allocation. "Concept of District Development Boards have been defeated by the present dispensation ,we strongly condemn this attitude" Harshdev had said.
